Description
U.S. General Services Administration Public Buildings Service Sources Sought: New Sustainable Building Technologies Solicitation Number: GS-00P-11-CY-C-0016 The General Services Administration (GSA) is issuing this Request for Information (RFI) to gather information from commercial organizations, educational institutions and non-profit organizations on new sustainable building technologies and practices. The RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP). Responses to this RFI are not offers and will not be accepted by the Government to form an agreement or binding contract of any nature. Information received may be used to assist the General Services Administration (GSA) in creating an RFP and may be shared with other Federal agencies. Respondents are advised not to include any confidential business information with a response as the Government does not guarantee confidentiality of the information received. Although GSA asks that no confidential business information be submitted, it is our practice to keep all responses confidential and available for in-house Government personnel only. BACKGROUND: Founded in 1949, GSA provides procurement and property management services for the Federal Government. It manages more than one-fourth of the Government's total procurement dollars and $500 billion in federal assets, including over 9,600 government-owned or leased buildings. The mission of GSA's Public Buildings Service (PBS) is to provide superior workplaces for federal customer agencies at good value to the American taxpayer. PBS is the largest public real estate organization in the country, with an inventory of over 342 million square feet of workspace. Through its internationally recognized Design Excellence and Construction Excellence programs, PBS engages the best private sector architects, construction managers, and engineers to design and build award-winning courthouses, border stations, federal office buildings, laboratories, and data processing centers. REGISTRY OF INNOVATIVE SUSTAINABLE BUILDING TECHNOLOGIES AND PRACTICES In pursuit of GSA's goal to reduce its environmental footprint significantly, PBS is seeking to harness the potential of innovative building technologies and operating practices. On a limited and carefully controlled basis PBS will be testing and evaluating technologies and practices in selected buildings in its owned inventory based on program needs. As an initial step, PBS is creating a registry of innovative sustainable building technologies and practices. Sustainable building technologies and practices are those that optimize energy performance; protect and conserve water; enhance indoor environmental quality; reduce waste and the environmental impact of materials; reduce greenhouse gas emissions associated with building operations; or promote integrated design. PBS is seeking information from commercial organizations, educational institutions and non-profit organizations to populate the registry. To submit a product or process for inclusion in the registry, please complete the questionnaire at http://www.gsa.gov/portal/content/205385. To ensure that the registry remains up-to-date, listed technologies and practices will be deleted three years after they initially have been added to the registry. This announcement will remain open unless and until a termination date is stated in a separate announcement. TERMS AND CONDITIONS: 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
