Description
The US Forest Service, Chugach National Forest, intends to award a sole source, firm fixed price purchase order, as authorized by the Federal Acquisition Regulation (FAR) Part 13 (13.106-1 (b) (1)), to Wildlife Genetics International, Inc, 182 Baker St Suite 200, Nelson BC V1L4H2 Canada. The requirement is for DNA analysis of brown/grizzly bear hair samples and is a continuation of analysis work started in September 2008 under a purchase order issued by Kenai National Wildlife Refuge (PO Number 701818M335). Specific analysis includes: 0001 - Genetic analysis of bear hairs: DNA extraction and pre-screening, with the marker G10J, of up to 2,750 brown/grizzly bear hair samples 0002 - Multilocus microsatellite analyses of up to 1,112 brown/grizzly bear hair samples, in three (3) phases; Dr. Paetkau, of Wildlife Genetic International, developed the highly variable genetic markers that are used in contemporary studies of bear genetics. Wildlife Genetic International is the only known commercial laboratory that specialized in high volume DNA analysis of brown/grizzly bear hairs. Further, Wildlife Genetic International has developed and published a state of the art error checking protocol that will be strictly followed to ensure the highest quality control standards. This project is a part of a collaborative pilot study between the Chugach National Forest, Kenai National Wildlife Refuge, and Kenai Fjords National Park to use a DNA-based, mark re-capture model to estimate the brown bear population on the Federal estate on the Kenai Peninsula, in Alaska. The data from this analysis will be utilized by the aforementioned agencies as part of the ongoing study. Total value of the purchase order will not exceed $80,000. This is not a request for proposal. No package is available for competitive proposals. However, companies that feel they can provide equal services may submit a statement of capability, past performance information, price and delivery time for satisfying this requirement no later than 2 pm, Alaska Time, on 16 Dec 2010. The applicable NAICS code for this requirement is: 541990. The expected period of performance is approximately Jan 2011 - Sep 2011.
