DRAFT GFE LIST DRAFT SOW DRAFT SPEC Synopsis Title: MV-22 Cabin Part Task Trainer (MVCPTT) 1) Requirement: Unrestricted Competition The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, has a requirement to provide training solutions that satisfy the MVCPTT training requirements. The primary effort includes implementing a systems approach to training, analyzing requirements, producing, delivering, and installing one MVCPTT at MCAS New River, NC. The requirement also includes a brief support period following delivery. The MVCPTT is a new device, based on the United States Marine Corps' requirements to train MV-22 aircrew personnel for events not practical for training utilizing flyable aircraft. The MVCPTT is intended to be built using an existing MV-22 aircraft fuselage (BUNO 166389) as Government Furnished Equipment (GFE) located at MCAS New River, NC. The Government will provide limited, existing available drawings and data following contract award. The planned configuration of the MVCPPT will include a mobile MV-22 Block B fuselage, and an external Instructor/Operator Station. Electrical power for the device will be supplied by the Government facility. The MVCPTT will be designed to perform the following tasks according to the aircraft Naval Air Training and Operating Procedures Standardization (NATOPS) manual and Training and Readiness (T&R) manual (it will not use explosives to disengage escape windows/hatches): 1. Cargo Loading 2. Emergency Egress (Pilot and Enlisted Aircrew) 3. Troop Carrying Configuration 4. Auxiliary Fuel Tank Configuration 5. Medivac (Litter) Configuration 6. Rescue Hoist Operation 7. Ground Refueling/Defueling Simulation 8. Hydraulic System Servicing 9. Emergency Equipment Operation 10. Fast Rope Operation 11. Night Vision Training 12. Ramp Mounted Gun Setup Simulation of components may be done, but all visible and functional components will conform to the fidelity requirements identified in the Specification. The MVCPTT computer control system may operate independently of the aircraft avionics bus system. However, intercom and audio cues will simulate actual aircraft operation. Final delivery of the completed MVCPTT at MCAS New River, NC, is expected to take no more than two (2) years from the contract award date. A Firm Fixed Price contract is anticipated. Draft versions of the Statement of Work (SOW), Specification, and a list of the Government Furnished Equipment is attached to this notice. Additionally, a secondary notice is released at the NAWCTSD Business Opportunities site at http://nawctsd.navair.navy.mil/EBusiness/BusOps/Acquisitions/Index.cfm. Please be advised that periodic access of this web site is essential for obtaining updated documentation and the latest information regarding this procurement. Industry is encouraged to provide the Government point of contact identified with this posting with comments and feedback via email in response to the Draft documents. 2) Pre-solicitation site visit A pre-solicitation site visit is planned for the 15th & 16th of December 2010 at Kirtland Air Force Base, New Mexico. Interested parties that desire to attend this site visit shall provide notification via email to Kelly Stevens at kelly.stevens@navy.mil no later than 08 December 2010. This notification shall contain the company name, company address, cage code, names of attendees, and citizenship of attendees. In response to this notification the Government will provide a detailed agenda including the directions to the site. The purpose of this site visit is to allow industry to view a like type CPTT which is similar in scope to the subject procurement and to provide the interested parties with a demonstration of the CPTT training capabilities. 3) Government Furnished Equipment (GFE) Attached to this notice is a list of the GFE available for the subject procurement. The Fuselage is located at the Marine Corps Air Station (MCAS) New River, NC and will be provided in an as-is condition. Interested parties that plan to submit a proposal in response to the subject procurement are highly encouraged to assess the current condition of the fuselage via a second site survey which is tentatively scheduled for January 2011. Final details regarding this second site survey will be discussed at the pre-solicitation site visit at Kirtland AFB. 4) Government Furnished Information (GFI) The Government possesses significant drawings and technical data pertaining to the V-22 cabin and equipment. Subsequent to the pre-solicitation site survey at MCAS New River, NC, the Government requests that the interested parties submit a list of the requested GFI to support a competitive proposal. This request shall be submitted no later than 14 January 2011 via email to Kelly Stevens at kelly.stevens@navy.mil. 5) The Government anticipates DRAFT Request for Proposals (RFP) to be posted in early February 2011, with a final Request for Proposals tentatively scheduled for late February 2011. 6) The Government anticipates the award of a Firm Fixed Price contract in January 2012. The distribution of the solicitation will be accomplished through FedBizOpps and the NAWCTSD Business Opportunities site. Hard copies of the solicitation documents will not be available. This notice is for informational purposes only. This is not a Request for Proposals. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. Any information submitted by respondents is strictly voluntary.
