Description
Design Project 557-11-107, Replace Boiler Plant/Cogen. Professional A/E services to prepare construction drawings and specifications, construction estimates, and provide construction period services. This project will engage an architectural/engineering firm to initially provide a Feasibility Study on our steam and chilled water systems. The goal of this study is to reduce natural gas, electrical, and water consumption to the maximum extent possible. As alternatives, the feasibility study should consider more efficient boilers, more efficient chillers, new cooling towers, a cogeneration plant, a combined utility (steam and chilled water) plant, or any combination of these alternatives. AE may also propose alternatives that are not listed. The estimated construction budget is between $5,000,000 and $10,000,000. The area for consideration for this acquisition is restricted to the state of Georgia. The prime contractor must have an office in the State of Georgia. The North American Industry Classification System (NAICS) Code is 541330. The small business size standard is $4,500,000 in annual gross revenues averaged over the past three years. Interested firms must submit SF 330 with appropriate documentation to Angela White, Contracting Officer, by e-mail at angie.white1@va.gov by 4:30 p.m. on December 27, 2010. Forms are available on the internet at: http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?viewType=DETAIL&formId=21DBF5BF7E860FC185256E13005C6AA6 The A/E selection criteria shall include the following elements (a) through (k): (a) Team proposed for this project; (b)Proposed management plan; (c) Previous experience of proposed team; (d) Location and facilities of working offices (e) Proposed design approach (f) Project control (g) Estimating effectiveness (h) Sustainable design (i) Miscellaneous experience and capabilities in the following areas: value engineering, life cycle analysis, CPM, fast-track construction, energy conservation, new energy sources, environmental assessment, specialized experience, CADD and other computer applications; (j) Awards and (k) Insurance and Litigation. This is not a request for proposals. No material will be issued and no solicitation package or bidder/plan holder list will be issued. This procurement is restricted to service-disabled, veteran-owned small businesses.
