Description
SERVICE CONTRACT ACT: Applicable Wage Determinations are contained within Places of Performance below. SET ASIDE: Undetermined. Sources sought for a commercial services acquisition, which may result in a solicitation being issued for a firm-fixed-price (FFP) requirements-type contract (RTC) as described within Federal Acquisition Regulation (FAR) 16.503, Requirements Contracts. The purpose of this sources sought notice is to gain knowledge of interest, capabilities, and qualifications of contractors who can support this commercial ITSS requirement as a prime contractor. Services would include ITSS critical to USACC's mission in areas such as maintenance, design, network architecture, communications, Information Assurance (IA), and the Customer Service Center (CSC) for all of USAAC's software applications, data network and hardware infrastructure. If a solicitation were to be issued unrestricted, a subcontracting plan would be required from large businesses in accordance with FAR 19.7 and Defense Federal Acquisition Regulation Supplement (DFARS)-The Small Business Subcontracting Program. The period of performance for this acquisition is expected to include a base year with four, one-year option periods. Contractor's management office shall be located within a 50-mile radius of Fort Knox, KY (40121). Hours of work: year-round operations (24/7/365 or 366). PLACES OF PERFORMANCE: Primary ITSS would be performed at Headquarters (HQ), USAAC, and its subordinate commands (i.e., US Army Recruiting Command (USAREC) and US Army Cadet Command (USACC), Fort Knox, KY 40121 (WD 2005-2223, REV 12, 09/14/2010, Hardin County). Secondary ITSS locations may include the following: FT Benning, GA 31905 (WD 2005-2137, REV 10, 09/01/2010); Indianapolis, IN 46216 (WD 2005-2223, 0914/2010); ST Peters, MO 63376 (WD 2005-2309, 10/12/2010); ST Paul, MN 55111 (WD 2005-2287, 09/03/10); Fort Bragg, NC 28310 (WD 2005-2393, 06/15/2010); Columbia, SC 29207 (WD 2005-2475, 06/15/2010); and Fort Monroe, VA 23669 (WD 2005-2543, 06/15/2010). Interested parties should submit the following information to Teresa Simpson at teresa.a.simpson@us.army.mil no later than 2 PM (EST), Monday, 6 December 2010: 1. Company name, address, point of contact, and Central Contractor Registration (CCR) CAGE code. 2. Company type: large or small business. 3. Socio-economic factors: 8(a) Certified Small Business, HUBZone Certified Small Business, Service-disabled Veteran Owned Small Business (SDVOSB), Woman-owned Small Business (WOSB), etc. 4. Capabilities statement demonstrating the company's: a. ability not only to perform ITSS as described above, but also to manage, plan, staff, budget, schedule, and provide quality control throughout contract period of performance; and b. customary commercial practices, discounts, and nature and risks associated with an FFP RTC. 5. Large businesses should indicate whether they have either existing DoD individual subcontracting plans or an approved master plan. Data should include subcontracting plan accomplishment since 2008 to present along with the applicable contract number, DoD agency name, contract administrator's name, and telephone number. 6. Company should provide three examples of past performance for the same or similar types of IT-related requirements occurring within the past three years. Data should include applicable contract number, agency name, and magnitude of the contracts. Questions may be sent by e-mail to Teresa Simpson at teresa.a.simpson@us.army.mil.
