Description
The US Army Contracting Command, CECOM Contracting Center-Washington intends to negotiate on a sole source basis with Lockheed Martin Gyrocam Systems, 7345 16th St E Ste 101 Sarasota, FL 34243, a firm fixed price purchase order for OCONUS installation and training of 200 existing Vehicle Optics Sensor Systems (VOSS), produced by Lockheed Martin Gyrocam Systems, LLC, on specified Mine Protected Vehicles in theater (OCONUS) at various Forward Operation Base (FOB) locations. The VOSS allows ground troops to engage in stand-off route clearance activities and long range surveillance of insurgent personnel activities. The VOSS consists of a surveillance system possessing day color camera, an intensified low light level TV camera (LLLTV), a thermal camera, with zoom capabilities, pointing, with stabilization capabilities assuring high image quality when the vehicle is running or on the move; a Controller that serves as the interface between the user and system; a ruggedized monitor that displays imagery; and telescoping capability that raises and lowers the camera system; a Digital Video Recorder that records images for later use; and a processor that integrates and links the various subsystems together, and a laser range-finding capability. The VOSS is mounted on various Mine Protection Vehicles (MPVs) and is in use while on the move, traveling at speeds up to 35 kph. VOSS enables route clearing teams riding on MPVs to detect, locate, analyze and engage suspected Improvised Explosive Devices (IEDs) from a safe distance, as they patrol and secure roads for patrols or supply convoys. Installation at OCONUS Locations. The contractor shall install the VOSS onto specified vehicles at various locations in Afghanistan. The contractor shall install a VOSS on a vehicle and ensure it is operational once installed. The contractor shall provide all necessary tools, equipment and power source to perform the installations. The contractor shall prepare documentation and perform coordination in order for each team member to be able to attend a CONUS Replacement Center processing site and be certified in order for them to deploy. The contractor shall provide to the Government the names of the team members with as much notice as possible. The Government will provide food, lodging, and transportation to various FOB locations in-theater. In the event that the Government cannot provide the necessary installation facilities, the contractor should be prepared to provide its own shelter or otherwise work in the open. The contractor shall provide their own vehicles at the regional site locations. The contractor shall coordinate transportation with military transportation offices for all VOSS systems, personnel, tools, contractor vehicles and other equipment required to complete the installations at locations in Afghanistan. The installation teams shall provide to the Government designated personnel, daily status reports via email regarding personnel status, installation progress by bumper number, system number, location and receiving unit, installation schedules and accountability of all VOSS delivered for installation and any issues affecting the scheduled installation. New Equipment Training. The contractor shall provide New Equipment Training to Operators. The contractor shall train up to 7 students per operator training event. The contractor shall provide training to any person the Government identifies. Students are expected to be, but will not be limited to, military personnel, Government civilian personnel such as LARs, institutional training developer representatives, and Government identified contractor maintenance personnel. The contractor shall provide Training Support Materials for each student at the training event. Instruction shall cover, as a minimum, operator controls, and PMCS. Training certificates shall be provided to each student upon completion of the course. The period of performance will be five (5) months from award date. Award will be made IAW Simplified Acquisition Procedures. It has been determined that Lockheed Martin Gyrocam Systems is the "Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements." The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 15 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All responses and requests for further information shall be submitted via email to the Contract Specialist, Karen Travis, at karen.travis1@us.army.mil.
