- The Bureau of Reclamation is conducting a market survey/sources sought in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to obtain feedback from industry regarding the general requirements for an upcoming procurement. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool to determine potential sources and interested parties for the pending procurement. If a solicitation is released it will be synopsized and posted at http://ideasec.nbc.gov. The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought synopsis. The pending requirement is for testing machine calibration servicing, for a base and 2 projected, follow-on option periods. The required calibrations would be effectively executed at estimated 18 month intervals throughout the term of the contract. Reclamation's Materials Engineering and Research Laboratory uses testing machines that require periodic calibration to comply with American Society for Testing and Materials (ASTM) testing standards. This requirement includes calibration of a 5,000,000 pound and a 120,000 pound capacity testing machine. The related functions of both machines is/are compression or tension load testing of various materials. To date, there are only a handful of similar testing machines strategically located throughout the continental United States. To the best of the Government's knowledge, federal agencies and universities have the majority of such units. The required calibration services shall be performed in the Materials Engineering and Research Laboratory, Building 56, Denver Federal Center, Denver, CO 80225. The calibration of these testing machines shall be executed in accordance with ASTM E 4 in compression on all ranges. The testing machine type, manufacturer, and related information is as follows: Machine 1: 5,000,000 Pound Capacity Universal Testing Machine: Manufacturer: Baldwin Locomotive WorksDate of Manufacturer: 11- 48Updated with Instron 8800 servohydraulic control system in 1999. Related Calibration Requirements: 1.Calibration in English units.2.Ranges: 0 to 5,000,000 pounds and 0 to 600,000 pounds.3.Verification spot check at 3 other interconnect stations (one reading at each station for the 600,000 pound range and two readings at each station for the 5,000,000 range) Machine 2: 120,000 Pound Capacity Testing Machine:Manufacturer: Southwark Emery Division, Baldwin Locomotive WorksDate of Manufacture: 11-44 Updated with Satec 120 BTE electronic controls in 1979. Related Calibration Requirements: 1.Calibration in SI units.2.Ranges: 500-kN, 100-kN, 20-kN, 5-kN All interested parties are encouraged to respond to this sources sought synopsis no later than December 2, 2010. 4:00p.m. MST. Please submit all requested documentation listed below to: Contracting Officer, Bureau of Reclamation, PO Box 25007 (84-27810), Denver, CO 80225-0007. Interested parties should submit a capabilities package not longer than 2 pages demonstrating the ability to perform the principal components of the required calibration servicing as based on the unique testing equipment type. Packages should include the following information: (1) Business name, address, CAGE code, size classification based on NAICS size standard, socioeconomic classification (e.g., HUBZone), and a point of contact; (3) a positive statement of your intention to submit an offer for this requirement as a prime contractor and (3) evidence of your experience performing work of a similar type and scope. In addition, Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102 and 4.1201, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. Information on Annual Representations and Certifications can be obtained via the Internet at http://orca.bpn.gov. The most applicable North American Industry Classification System (NAICS) code is 541990 and the related small business size standard in millions of dollars is $7.0M.
