Counter Narcotics (CN) Advisor Issuance Date: 11/24/2010 Closing Date: 12/24/2010 SOLICITATION NUMBER: PSC-11-003-INL SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. Any questions may be directed to Amy M. SOLICITATION NUMBER: PSC-11-003-INL ISSUANCE DATE: 11/24/2010 CLOSING DATE/TIME SPECIFIED 12/24/2010 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: Counter Narcotics (CN) Advisor MARKET VALUE: FS 03 / 02 (Equivalent to GS 13 / 14) PERIOD OF PERFORMANCE: One year from date awarded PLACE OF PERFORMANCE: Guatemala City, Guatemala JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: Background: The Bureau of International Narcotics and Law Enforcement Affairs (INL) is one of the bureaus in the Department of State whose program authority derives from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is charged with providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs. The Narcotics Affairs Section (NAS) of the U.S. Embassy in Guatemala is responsible for the administration of programs and funds that come from INL. NAS works very closely with U.S. law enforcement agencies to ensure that Guatemala has the training and tools needed to develop a modern police force that is capable of fighting all types of crime to include narco-trafficking and transnational organized crime. NAS also works directly with various Government of Guatemala institutions such as the Vice Presidency, Ministry of Government, Public Ministry, Ministry of Health, Ministry of Education, Narcotics Police, National Civil Police (PNC), Immigration and Customs. NAS' Five (5) principal objectives are: 1. Assist Guatemala to stop the flow of drugs through the country. 2. Convince Guatemala of the importance of narcotics control to bilateral and multilateral relations and of promoting greater cooperation with the U.S. 3. Combat the threat to both countries' national security posed by international organized crime. 4. Support Guatemala in strengthening their national law enforcement institutions. 5. Strengthen efforts by International Organizations to assist Guatemala in combating international criminal activity. Purpose: The Counter-Narcotic Advisor will work under direct supervision of the NAS Director. Incumbent manages the day-to-day operations of the narcotics law enforcement project in Guatemala including all interdiction and eradication activities; coordinates institution building of Guatemala's counter-narcotics police with special emphasis on training activities at the PNC academy to build their interdiction capability; assists in the end-use monitoring of commodities provided to the host government by the USG; arranges logistical support for counter narcotics operations in Guatemala and coordinates requirements at forward operating locations; reviews logistical support requests for accuracy and applicability and develops requirements for supporting PNC counter-narcotics operations. Incumbent advises the NAS Director as to training required to improve counter-narcotics police performance, advises the NAS Director, host country and Embassy contacts on appropriate types and levels of support needed to initiate and sustain NAS-funded projects; and provides input to the annual country budget request, end-use monitoring report, the International Narcotics Control Strategy report (INCSR) and the Advanced Acquisition Plan (AAP). Duties and Responsibilities: a. Works-directly with other USG agencies to help build PNC's counter-narcotics capabilities by coordinating USG-provided training, logistical support and technical assistance. Works with the PNC to develop counter-narcotics strategies and programs, including building interdiction capacity at ports, borders, and for mobile interdiction operations. b. Incumbent will be specifically charged with working with DEA, INL/A, the Aviation Support Program (ASP) and other agencies to develop a robust airmobile interdiction unit within the PNC that can be deployed throughout Guatemala. c. Works with NAS and host nation personnel to improve the PNC counter-narcotics police's investigative capacity by providing technical support for communications, computer systems and data analysis. Coordinates support for the Joint Intelligence Coordination Center (JICC). d. Assists in the preparation of the NAS budget request, end-use monitoring of commodities provided to the host government by the USG, and the annual International Narcotics Control Strategy Report (INCSR). Drafts letters, cables and other reports on NAS activities under general guidance of the NAS Director. Provides briefings, program evaluations, and supports high-level visits to NAS-supported activities. Minimum Qualifications: a. Must be a U.S. Citizen, an able to obtain a Department of State DoS Secret or Top Secret security clearance and medical clearance. b. Bachelor's Degree from an accredited educational institution, or equivalent (e.g. Associate's Degree with 5 years relevant experience) in a field such as law enforcement development, international development, international affairs, social science, or business administration. c. Five (5) years progressive employment experience in law enforcement Rule of Law capacity building, military operations, or direct experience in INL-managed counter- narcotics programs is required. d. Three (3) years general administrative and program management experience. e. Strong interpersonal and communications skills, and experience in liaison work, dealing with host government and USG officials in a multicultural environment. Previous overseas experience working with host governments in Latin America preferred. f. Level Three (3) Spanish both written and spoken is required (good working knowledge). g. Proficient in Microsoft Office Suite. Evaluation Criteria: Factor 1. Offeror's relevant experience in planning and developing interdiction and eradication counter narcotic strategies and programs and ability to coordinate with Spanish-speaking host country civilian and police officials. Offeror's with specific experience working with Latin American Law Enforcement agencies may be given an additional five points. (30 points) Factor 2. Offeror's knowledge of counter narcotic policies, concepts, practices and principles relevant to analyzing and developing recommendations for program design and implementation in furtherance of USG objectives. (25 points). Factor 3. Offeror's knowledge and experience in project management and administration of program resources, U.S. Government regulations, standards of conduct and ethics. (25 points) Factor 4. Offeror's demonstrated ability to perform under the contract. In conducting the evaluation, consideration may be given to additional facts available at the time of evaluation whether provided by the applicant or obtained from other sources. (10 points) Factor 5. Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references or other sources). (10 Points) 2. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 3.
