- The Air Armament Center, Test and Training Division, Range Instrumentation Systems Branch, Eglin AFB FL, intends to award a sole source contract to Cubic Defense Applications, Inc, 9333 Balboa Ave, San Diego CA 92123-1515 for integration of the P5 Combat Training System (CTS) with the Montana Air National Guard System, (Montana Initiative 2010). This effort will provide upgrades to various systems located in the state of Montana that provide military and first responder training and continental air defense. These systems include: 1. The P5 CTS utilized by the Montana Air National Guard, 120th Fighter Wing; 2. The Interim Home-Station Instrumented Training System (IHITS) utilized by the Montana Air National Guard; 3. The Link-16 (Pocket J) system utilized to support Continental Air Defense The objectives of this effort include: 1. Improve the existing range radio system to ensure full connectivity to the 120th Fighter Wing Range Training Officer to provide for Real Time Kill Notification (RTKN) of aircraft participating in P5CTS training 2. Upgrade P5CTS to comply with current security requirements 3. Provide down-range radio enhancements for Link-16 to capitalize on the Pocket J capability/role in Continental Defense 4. Add an additional Remote Element for Link-16 5. Provide onsite support to facilitate the use of IHITS to provide an integrated Common Operating Picture (COP) for the Individual Combat Aircrew Display System (ICADS) and IHITS displays 6. Provide civilian first responders with an expanded tracking and command and control capability The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice serves as Notice of Contract Action (NOCA). The contractor will be responsible for necessary personnel, plant, equipment, facilities, materials and other necessary resources to design, develop, fabricate, integrate test, document, deliver and support the Montana Initiative 2010. The anticipated period of performance for this contract is 24 months. It is anticipated that this contract will be procured as a either a CPIF or CPFF contract. The following provides a list of deliverables required under this contract: 1. Link-16/Pocket J - provide upgrades to Pocket J and P5 CTS systems currently deployed by the Montana Air National Guard 2. Real Time Kill Notification (RTKN) - provide a bi-directional Ground to Air voice communication system for the provision of RTKN. 3. Integrated Common Operating Picture Support (COPS)- provide one (1) technical consultant on-site for a period of two (2) years to aid in the integration of the P5 air combat operational pictures into the IHITS Common Operational Picture (COP). The technical consultant shall be technically knowledgeable on the operation of the IHITS system as deployed for the Montana combat training ranges. 4. First Responder Tracking System - Provide a real time position tracking system for personnel. The system shall include laptop computers with appropriate software, relay nodes, personnel tracking devices, and battery chargers. This is not a request for competitive proposals and no solicitation is available. All interested parties must respond in writing with clear and convincing evidence to support their ability to provide this capability within thirty (30) calendar days of this publication. A determination by the Government not to compete this action based upon responses received is solely within the discretion of the Government. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
