- NASA Dryden Flight Research Center (NASA/DFRC) has a requirement for a feasibilitystudy to be conducted of two (2) potential modifications to the radome and associatedstructure for the Uninhabited Aerial Vehicle Synthetic Aperture Radar (UAVSAR) pod inorder to accommodate a modified version of the Geographic Synthetic Aperture Radar(GEOSAR) P-band antenna. The intent of both options is to maintain full compatibility ofthe radome with the existing pod structure; one (1) job). The period of performance isanticipated to be 60 days after award.The tasks to be performed are outlined in the attached Statement of Work dated November4, 2010, which details the salient characteristics of the modifications.NASA/DFRC intends to acquire these services from Total Aircraft Services (TAS) of VanNuys, California under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Sourceand No Other Supplies or Services Will Satisfy Agency Requirements. The proposedContractor is the original designer of the UAVSAR pod and all engineering and analyseswere performed by TAS.This company is the sole proprietor/designer of the UAVSAR podand no other source can provide the engineering services requested.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact NO LATER THAN 2:00PM, DECEMBER 1,2010. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Written communications will be accepted in response to this notice, which may besubmitted to Michelle.L.Vial@nasa.gov.No telephone calls will be accepted in responseto this notice.NASA FAR Supplement clause 1852.215-84, Ombudsman, is applicable.
