- MSC will be issuing a Request for Quotations (RFQ) for the following services: 1. Background MSC is investigating the elimination of various obsolete Sound Powered Telephone Circuits, voice amplified circuits and other Internal Communication Circuits on the T-ARS Class vessels. The intent is to remove those systems that are no longer needed using TRANSALT instructions that pertain to all four ships of the class. Obvious obsolete systems include the Light Machine Gun Circuit, the Captain's Battle Circuit, and the remnants of a Voice Tube System. Removal of these systems will provide much needed space for habitability improvements as well as the anticipated increases in cable space for future system upgrades, such as the new Machinery Control System (MCCS) project. Particular attention is being focused on the main deck area, port side, frames 27 through 40, where extensive changes to crew staterooms are planned for improved habitability. This research will also document the SP circuits required by ABS, USCG, and MSC/MSFSC Instructions and Regulations. The Contractor must ensure any ABS rules for communication systems will be followed. Scope of Work: The requirements of this task include review of the existing system IC drawings and referenced manuals, observation of new work planned as part of the habitability improvements on vessels, the upcoming installation of a new Machinery Control System, consulting and advising the MSC TPOC on modifications and document regulatory approvals as required; providing feedback for transalt approvals, and providing updated documentation in the format of an MSC work item with drawing updates. 2. Delivery Schedule 1. Kick Off Meeting - Within a week of Award 2. Project schedule for ripout nad modifications - One week post Kick-off MTG 2a. Project schedule review - Two days after receipt at MSCHQ 3. Shipcheck Plan for SC 1 and 2 - Two weeks after Kick-off Meeting 4. Shipcheck Plan review - Two days after receipt at MSCHQ 5. Shipcheck 1 notes - Every day of shipcheck - via phone to TPOC, email to TPOC and incorporated into report and presented with 5a. 5a. Shipcheck report - Two weeks after completion of shipcheck 6. Shipcheck 2 notes - See 5 above 6a. Shipcheck Report - Two weeks after completion of shipcheck. 7. Final Drawings and Work Item - 30 days after second shipcheck 8. MSC review of 7 - 10 days after receipt of Item 7 A firm fixed price Contract with reimbursable travel will be issued resultant of this RFQ. Award will be made to the low price, technically acceptable quote received in response to the RFQ.
