Description
*** This presolicitation is designed to give industry advanced notice of National Geospatial Intelligence Agency's intention to request proposals for the Leadership and Professional Development Program in the near future. This notice does NOT require action or a response by offerors. The response date is simply the date in which this announcement will be archived by FedBizOps. *** __________________________________________________________________________________________________ The National Geospatial-Intelligence Agency (NGA) provides timely, relevant and accurate geospatial intelligence in support of national security objectives. The National Geospatial-Intelligence College (NGC), located within the Human Development directorate, provides the NGA workforce with leadership and professional development training. The Request for Proposal (RFP) will cover NGA's requirement to modernize its employee education programs (both curriculum content and delivery strategies), and move toward commercially available learning solutions. The RFP will include the following training: (a) Leadership Development Training - Career-Long Leadership Development Program - Executive Leadership Development Course - Leadership Fundamentals Course (b) Professional Development Training - Professional Communications Skills Training Program - Interpersonal Communications Skills Course NGA is seeking to purchase pre-existing courses that will require minimal modification to meet its training mission. The courses may be commercially available or internal to the company. The Leadership and Professional Development (LPD) procurement will be conducted under full and open competition with no set-aside. The government anticipates a single award contract with a one year base period and four one-year option periods renewable annually, but not to exceed five years. The RFP number HM0177-10-R-0047 is estimated to be issued in November 2010. Contract award is estimated for May 2011 and the contract's period of performance is expected to commence sometime in July 2011. The contract will include Firm Fixed Price (FFP)-Performance Based CLINs for each service area and Cost Reimbursable CLINs for Other Direct Costs (ODCs). NGA expects to use Best Value/Tradeoff acquisition procedures and evaluation methods as described in FAR Part 15. Contract award will be made to the offeror who provides the best overall value to the Government in terms of the evaluation factors listed in Section M of the RFP. The applicable North American Industry Classification System (NAICS) code for this procurement is 611430 - Professional and Management Development Training. INTERESTED VENDORS ARE NOT REQUIRED TO RESPOND TO THIS PRE-SOLICITATION NOTICE. Any projected proposal due dates and times in this synopsis and any subsequent updates are estimates only; the actual proposal due date and time will be established in the final RFP. The RFP will be available to interested parties, along with any amendments issued, solely on the Federal Business Opportunities (FBO) website (https://www.fbo.gov). For information on how to register your company on FBO, to view or receive updates and notifications to the solicitation, please reference the FBO Vendor Guide located on the FBO web site home page. No paper copies of the solicitation will be furnished. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Prospective contractors must be registered in the Central Contractor Registration Database (www.ccr.gov), prior to award of a government contract; failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Interested vendors are encouraged to register immediately in order to be eligible for award.
