- Solicitation/SOW/Bid Schedule Common Resource Areas (Regional) Map Property Types SCA Determinations This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number AG-4532-S-11-0001 is issued as a request for quotation and is 100% set aside for small business. The applicable NAICS code is 531210 - Offices of Real Estate Agents and Brokers. The size standard dollar amount is $2 million. The USDA/NRCS may issue zero, one, or multiple awards. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-46 B. The provisions and clauses may be downloaded at http://acquisition.gov/far. USDA, Natural Resources Conservation Service (NRCS) in North Carolina is seeking an independent real estate professional, such as an agent, broker, or appraiser licensed and registered in North Carolina to complete a fair market survey analysis for the Natural Resources Conservation Service. The independent real estate professional shall be knowledgeable of the dynamics of agricultural land sales in the State of North Carolina in order to make required judgments based upon the data available. The work shall consist of performing all computations and descriptions as required in the attached solicitation. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Competence/Experience- demonstrate competency in conducting a comparable market analysis of various land properties; 2) Price- The amount, realism and consistency of the evaluated price; 3) Capacity to Accomplish the work in the required time- ability to complete services awarded within the specified time frame; 4) Past Performance- The relevance and quality of prior performance; and (5) Educational Background - specific educational courses relative to the real estate and appraisal profession. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O)- Conspicuously striking in eminence; Good (G)- Beneficial and worthwhile; sound and valid; Adequate (A)- Reasonably sufficient and suitable; Marginal (M)- Minimally suitable at the lower limit. Further explanation and the rating scale can be found in the attached solicitation. SUBMISSION: Contractors must submit a complete response. Responses that are not substantially complete will be returned. Submit offers arranged in five sections as follows: Section I - Technical Competence, which includes the firm's competence and experience in compliance with USPAP in conducting appraisals and/or comparable market analysis' of various types of lands in North Carolina. The Contractor must provide a copy of State Real Property General Appraiser license. The Contractor must be a licensed and registered real estate professional in the State of North Carolina. Failure to provide a copy of a current license will render the proposal nonresponsive; Section II - Price, which includes a firm fixed price for the market analysis. The firm fixed price shall include sufficient data to allow the Government to determine the amount, realism and consistency of the firm fixed price; Section III - Capacity to Accomplish work, which includes the offeror's ability to complete services awarded within the specified time frame; Section IV - Past Performance which includes relevant experience which describes at least three (3) relevant projects performed in the last three years and quality of performance ; Section V - Educational Background, which includes specific educational courses relative to the real estate and appraisal profession (i.e. USPAP, eminent domain, or conservation easements). The Government shall not be liable for any costs incurred in response to this request. Interested contractors are invited to review the attached Solicitation, Bid Schedule, Statement of Work, Regional Map, and Market Analysis Land Areas and provide a response. Responses must be received by 3:00 p.m. EST, December 8, 2010.
