Description
The purpose of this amendment is to provide answers to questions posed by interested parties. Question: Can you tell me if you are looking for a user-fee Wi-Fi service (daily, weekly, monthly plans), or will this project use entirely appropriated funds for installation and operation? ANSWER: The vision is to be able to offer a FREE service available for guests to communicate with families, friends, etc. This project will use appropriated funds for installation and operation. Question: Can you tell me how many buildings/users would be within the scope? This will allow us to put together a relevant capabilities document. ANSWER: The number of buildings and users will vary based on each sites needs. Each interested medical center will have their own needs. Question: Will this become a national contract vehicle solicitation with delivery orders for separate hospital projects? ANSWER: This is the intent. Question: Is this an assessment of the interest and capabilities in the marketplace that a VA regional or hospital contracting office can leverage? ANSWER: See above - The intention is that this will become a national contract vehicle for separate VISN or medical center projects. Question: Are there any technical requirements or limitations besides the restriction from use of the 802.11a range? ANSWER: Yes, DRAFT technical requirements are detailed below. DRAFT TECHNICAL REQUIREMENTS A.Technical specifications; type of network, wireless/wired/alternatives when wireless points are not viable (3G/4G); etc. 1.The vendor shall provide public wireless access 802.11 b/g/n Access Points. 2.The vendor shall provide internet access to guests in multiple locations. Locations include the Continental United States, Hawaii, Puerto Rico, Guam and Philippines. 3.The vendor shall collaborate with medical centers to prevent potential interference with medical center's wireless access. 4.The vendor shall provide an alternative to 802.11 b/g/n access at VHA medical centers where wireless is determined not to be appropriate in consultation with the medical center. 5.The vendor shall provide bandwidth throttling, aggregation, and bonding. 6.The vendor shall provide sufficient connectivity/response time such that the experience of the user is an acceptable experience 7.The vendor shall monitor the typical usage of access points, where high usage areas are noted, the vendor shall reevaluate and upgrade the bandwidth. (if the link/usage averages in excess of 85% per month, the vendor shall reevaluate and provide additional bandwidth.) B. Physical Security considerations: wireless frequencies, avoidance of interference, etc. 8.The vendor shall provide for public and private security. 9.The vendor shall provide for Payment Card Industry (PCI) Security Standards Compliance. 10.The vendor shall provide for Layer I air gapped isolation. 11.The vendor shall provide for the physical security of vendor equipment, as needed. The VA shall provide the vendor with access to the wiring closets. 12.The vendor shall adhere to the standards outlined by the National Fire Protection Association (NFPA-101 Life Safety Code). 13.The vendor shall be responsible for all cabling, switches and other equipment needed for their infrastructure. C.Information Security considerations: (protect our veterans and make sure they are not presenting risk to themselves) Ask for ISO input for data transmission security. No encryption on open access points. 14.The vendor shall provide a homepage at login displaying information security warning, public access information, VA non-liability disclaimer. D.Support and Maintenance: Availability of support and maintenance: over the phone, any expectation that they could contact staff at the facility to reset routers, etc. 15.The vendor shall provide 24 hour /365 day technical support through a call center for VHA medical center IT staff utilizing the wireless service. 16.The vendor shall provide on-site support when required. 17.The vendor shall provide timely service both telephone and onsite that promotes customer satisfaction. 18.The vendor shall specify how quickly they can respond on site for hardware issues. (perhaps add to the scope statement) 19.The vendor shall be responsible for the hardware and all infrastructure. 20.The vendor shall provide network management and monitoring and monthly reports of network status and trouble tickets. 21.The vendor shall provide an implementation and maintenance quality plan to ensure vendor is meeting service expectations. 22.The vendor shall provide service availability with an expected 98% uptime. 23.The vendor shall provide sufficient bandwidth to provide a satisfactory user experience for customers using the wireless service. 24.The vendor shall provide 24 hour /365 day user (Veteran) support through a call center. 25.The wireless internet access shall be available 24x7x365 except during periods of scheduled maintenance. 26.Maintenance shall be scheduled during off peak hours, after 2100 local time relevant to the affected facility(ies). 27. A notification of an event that poses a risk of extending a scheduled maintenance period that requires the service to be offline or which may degrade system performance shall be disseminated to the user community 7 days prior to the event. E.IP Provider responsibilities: Splash page design, usage agreements, content filtering rules, reporting of abuse to facility, etc. 28.The vendor shall provide an introduction page with usage agreements for acknowledgement at the time of login with information on the program, rules and restrictions and usage agreements. If no agreement acknowledgement is received from the user, access is denied. [Users of the guest access to acknowledge they are aware of the risk of using a public network] 29.The vendor shall provide utilization reports at the physical location facility and national level. 30.The vendor shall provide ability for content filtering for internet access. F.Facility coverage - i.e., Canteen, Library, Patient Care areas, etc., needs in special areas, areas that will be prohibited from coverage (ICUs), etc. 31.The vendor shall be able to provide coverage to the following areas in all VHA facilities: "Blind rehabilitation centers "Outpatient clinics "Inpatient wards "Fisher House program areas "Veterans Canteen Service areas "Community Living Centers and Chronic Care wards "VHA library areas "Waiting rooms that are not in close proximity of ICU's and sensitive medical equipment.
