- NAIC is 238320 Painting (except roof) contractors Objective: The purpose of this RFI is to determine potential Small Business sources (i.e. SDVOSB, SDB, 8(a) certified, HUBZone, etc) to acquire Painting Contractors. The performance location of the NIEHS site: 111 TW Alexander Drive, Research Triangle Park, Durham, North Carolina, 27709. Background: The National Institute of Environmental Health Sciences (NIEHS) is one of 27 Institutes and Centers of the National Institutes of Health (NIH), which is a component of the Department of Health and Human Services (DHHS). The mission of the NIEHS is to reduce the burden of human illness and disability by understanding how the environment influences the development and progression of human disease. To have the greatest impact on preventing disease and improving human health, the NIEHS focuses on basic science, disease-oriented research, global environmental health, and multidisciplinary training for researchers. LOCATION: NIEHS is located on 375 rolling acres of rhododendron, oak and pine in Research Triangle Park (RTP). RTP, a science and technology hub was created by the state of North Carolina between Raleigh, Durham and Chapel Hill. NIEHS' main administrative offices and laboratories are on a large lake. Capability Statement: In order to fulfill this requirement we are requesting capability statements from firms capable of the type of services requested. NAIC is 238320 Painting (except roof) contractors Draft Statement of Work: National Institute of Environmental Health Sciences, Rall Building, Research Traingle Park, NC 27709 SC101, E Module and Elevator Lobby Painting SCOPE OF WORK The painting will be done in the National Institute of Environmental Health Sciences (NIEHS), Rall Building, SC101, E-Module, First, Second, Third, and Fourth Floors laboratory hallways and all elevator lobbies. I. E Module Hallways Painting Specifications: A. Removal of Attached Bulletin Boards The Contractor will be required to remove bulletin boards from the hallway walls before the start of the preparation and painting to allow painting in these locations. There are approximately 10 - 15 bulletin boards of various sizes on each floor that are fastened with screws to the walls. The occupants will be requested to remove all papers and posters from the bulletin boards and walls although some items may remain - the Contractor will remove with care any remaining non-permanent items and will store in areas as directed by the Government project officer. These items will not reinstalled by the Contractor. The Government project officer will show the Contractor employees the locations to store the bulletin boards. The bulletin boards will be removed after 1:00 PM the day before the weekend painting will begin. The Contractor will be responsible for reinstalling the bulletin boards in the same location after the completion of the painting. The bulletin boards will be installed level. The Contractor will be required to drill additional holes and supply any screws if needed. B. Hallway Wall Painting The nominal area of walls to be painted is 18,000 square feet. The pre-painted metal hallway walls shall be painted on the hallway side walls only. No interior laboratory room walls will be painted. Wall paint shall be Sherwin-Williams Proclassic Waterborne or equivalent styrene-based acrylic, eggshell or satin finish, color SW7036 Accessible Beige. All wall preparation shall be according to the paint manufacturer's specifications including removal adhesive materials used to fasten posters and other items to the walls. The paint will be applied to full opacity. The Contractor is responsible for the protection of adjacent areas from paint and other activities due to the painting. The Contractor is responsible for the prompt removal of paint from the floors and adjacent areas. C. Hallway Door and Door Frame Painting All hallway hollow metal doors and door frames will be painted in the three floors with partial painting on one floor: a total of approximately (110) - 4 ½ feet wide by 9 feet high double lab doors, (8) - 6 feet wide by 7 feet high double doors, and (33) - 3 feet wide by 7 feet doors. Both sides of the doors and frames will be painted (some doors have limited access on the laboratory side of the doors and may not be painted as per the Government project officer. The paint will be low volatile organic compound (VOC), high solids alkyd paint equivalent to Sherwin-Williams Proclassic Enamel. All paint, primer, cleaner, and other chemical material safety data sheets (MSDS) will be supplied at least two week in advance before the painting begins by the Contractor. No work can begin unless the MSDS sheets have been reviewed and approved by the NIEHS Health and Safety Branch. The colors will be Sherwin-Williams colors - number SW7039, semi-gloss for the door jambs; number SW7038 Tony Taupe, satin for the small doors of the lab double doors and all single doors, and SW7036 Accessible Beige, satin for the large doors of the lab double doors and the two sets of fire double doors. (LAB DOOR COLOR MAY CHANGE BY AWARD OF CONTRACT.) All paint should be applied according to manufacturer's specifications. The paint should be applied with the proper door rollers and brushes to provide a smooth surface to the doors by qualified full-time paint contractors. The solvent based paint shall applied after-hours or weekends only allowing adequate time for ventilation of paint vapors. The door and frame paint will be applied to full opacity. D. Time, Employee, and Contractor Requirements Due to the use of paints with high VOC content; especially the door paints; strict time requirements are required. Painting will be done after-hours or weekends as scheduled by the Government. The door paints require two days for the paint vapors to disperse before normal laboratory occupancy will be allowed due to previous occupant complaints and safety concerns. This requirement limits painting to weekends with a Friday or Monday Federal holiday. The Federal holidays are Martin Luther King, Jr.'s Birthday on Monday, January 17, President's Birthday on February 21, and Memorial Day on May 30. To limit the laboratory studies which operate on a 24 hour schedule and seven days a week, all wall and door painting will completed in two weekends - one of which will be during Federal holiday weekend. The door painting will be limited to 6:00 PM on Fridays until 12:00 AM on Saturdays and until 12:00 AM Sunday morning of a Monday Federal holiday weekend. The Contractor will not be allowed to complete work after the scheduled two weekends except for very minor touchup. The contractor shall provide information to demonstrate the Contractor can supply sufficient full-time professional painters to complete the work in the time constraints as outline previously. The Contractor is also required to supply three references for projects of similar size and number of painters used; preferably commercial and/or institutional. All contact information must be up to date before being considered. Due to the restricted access to the campus property and to the campus buildings, all Contractor employees must present a state or Federal active pictured form of identification and must register (sign-in/sign-out) at the main entrance lobby upon entering and exiting the Rall Building. Limited building access badges will be issued to managers and supervisors once a badge request is completed three weeks before the start of work. Employees must be cleared through a background check at the Government's expense. Two up- to- date forms of Government identification shall be supplied to receive the access badge. All Contractor employees must follow the campus regulations including smoking only in outside designated areas, no firearms or explosives, and no sexual harassment. A full list of regulations will be available to contractors bidding on the project. II. Rall Building, SC101 Elevator Lobby Painting Walls and doors located in the (23) elevator lobbies located in various areas of the building will be painted. An estimated 12,000 square feet of wall and (20) - 3 feet wide by seven or eight feet high hollow metal doors are to be painted. The elevator lobbies will be painted only on the weekends and over four weekend periods. The doors will painted as the laboratory doors but may be painted Saturday with one day for the vapors to disperse. The paint colors will match the existing paint but may change before the project is awarded. The Contractor will not be required to move anything. All other conditions are the same as above unless stated in this section. The objective of this RFI is to obtain capabilities statements, based upon the requirements outlined above, from all small businesses interested in this opportunity. Respondents should identify any information they consider to be sensitive or proprietary. Responses will assist the Government in determining whether to set-aside, restrict competition in some way or solicit offers from all responsible sources. All interested businesses are hereby invited to submit a capabilities statement of no more than 10 pages (not including past performance information) to demonstrate their ability to provide the services outlined above. The capabilities statement should be tailored to this request and identify the source(s) capabilities to complete the requirements listed above, including information on key staff experience, a description of experience with similar projects, and present and past performance information. For each reference listed include the name of a contact person, telephone number, e-mail address, type of contract awarded and date. In addition to addressing the requirements listed above respondents must provide information concerning gross revenue, number of employees in company, number of years in existence and primary focus of business. In order for the NIH to assess acquisition strategy and set-aside possibilities, interested parties shall also include a cover letter that includes company name, points of contact, telephone numbers, fax numbers, e-mail addresses, prime or sub-contractor interest, and identifies the company as one or more of the following: 1) small business; 2) 8(a) business; 3) HUBZone small business; 4) small disadvantaged business; 5) woman-owned small business; (6) veteran-owned small business; (7) service-disabled veteran-owned small business. Please note: This Sources Sought/RFI is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this Sources Sought/RFI or otherwise pay for the information requested.
