Description

Notice for a SOLE SOURCE requirement in accordance with the 41 U.S.C. 253(c)(1), Federal Acquisition Regulation Part 6, 6.302-1, Only one responsible source, for Global Positioning System (GPS) collars with the ability to change the duty cycle of the collars remotely, capable of on demand, two-way radio communication between the collars and the user. The U.S. Fish and Wildlife Service (USFWS) Contracting and General Services Office in Denver, Colorado intends to award Sole Source to Lotek Wireless Inc., 115 Pony Drive, Newmarket, Ontario L3Y 7B5, for a commodity (product) requirement, to include shipping Lotek Model 4400M, Quantity 3; Unit of Issue Each. USFWS believes that Lotek Model 4400M is the only source that incorporates the ability to change the duty cycle remotely and provides two-way radio communication between the collar and user. In addition, a command unit, connections and some collars were previously purchased under another order. Only the same make and model will satisfy the agency's needs for these additional units. Purchase of any other make would result in incompatibilities and substantial duplication of cost to the Government that is not expected to be recovered through competition. Any parties who feel they have the capabilities required to do the above are welcome to provide documentation on their expertise and qualifications for consideration by 17 December 2010, 10:00 AM ET (8:00 AM MT). All such documentation should be sent to the point of contact listed in this announcement. This notice of intent is NOT a request for competitive proposals. The intent of this announcement is to determine if any source(s) exist. Therefore, a solicitation will not be made available. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
