- CENTCOM Contracting Command, Senior Contracting Official (SCO) - Iraq, Regional Contracting Center (RCC) Central intends to issue a non-competitive modification to the existing contract M67854-07-D 2052, with The Boeing Group, to provide continuation of mission critical Intelligence, Surveillance, and Reconnaissance (ISR) support services in support of Operation New Dawn (OND) until a follow-on competitive contract is awarded. The initial competitive contract maximum quantities established an aggregate IDIQ value of $381 Million (base and all option years), of which $184 Million has been expended to date. The additional quantities required during the extended ordering period of 1 January 2011 through 31 December 2011 will result in a total non-competitive value of $70,000,000.00. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The ISR support services IDIQ contract was established to provide continuous, responsive, and uninterrupted support to USF-I J2 in support of Operation New Dawn (OND), formerly Operation Iraqi Freedom (OIF). Intelligence, Surveillance, and Reconnaissance (ISR) support consisted of multiple hours of full motion video coverage in the Iraq Joint Operations Area (IJOA) using an un-manned airborne platform. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. All interest and capability statements received within 10 days after the date of this publication will be considered by the Government; however, no contract will be awarded in response to this notice.
