- N02-CO-17008-02 Draft Statement of Work General Information: This is not a Request for Proposal (RFP). The National Cancer Institute (NCI), National Institutes of Health (NIH) intends to negotiate with the American Type Culture Collection (ATCC) on a sole source basis for a five (5) year period (inclusive of options). This is a follow-on requirement. Purpose and Objectives: The purpose of this project is to provide a central bioresource core facility to all members of the Physical Sciences-Oncology Network. This PS-OC Network Bioresource Core Facility (PBCF) shall serve as a biorepository and a distributor of biospecimens to the Physical Sciences-Oncology Network members. This contract shall supply cancer cell lines, primary cells, DNA, RNA and protein isolates from such cells and reagents needed for the propagation of the cell lines. The Physical Sciences-Oncology Network is in need of a consistent and reliable supply of well characterized cancer cells that will be distributed on an ongoing basis to 25 to 50 laboratories throughout the United States. While breast, prostate, colorectal, brain, ovary, pancreas and lung cancers will initially be investigated, additional cancers will be of interest and thus a large number of different cell lines will be required. In addition, this contract shall supply biorepository services for the Physical Sciences-Oncology Network members where they can deposit unique cell lines, primary cells and tissues that shall be characterized, authenticated, propagated and distributed to Physical Sciences-Oncology Network members upon request. Project Requirements: The NCI's requirement can only be met by American Type Culture Collection (ATCC); they possess unique capabilities, expertise and a sizeable network. ATCC is recognized as a world leader with a history in standard biological reference materials management and the common source in scientific community for cell line stocks, with a large cell collection, well established internal procedures and well organized global distribution mechanisms. ATCC has an in-house cell culture collection that encompasses in excess of 3,600 normal cell lines and 950 cancer cell lines, which include but not limited to cancers of the breast, prostate, colorectal, brain, ovary, pancreas and lung. With their in-house collection capacity, ATCC will have the ability to supply the required materials to the Physical Sciences-Oncology Network members in an expeditious manner. ATCC has the bioresource materials in-house as well as the internal structure for storage and distribution of the materials to investigators. Based on the size and capacity of ATCC's cell collection, as well as their successful track record with cell distribution, ATCC is the only known organization that can fulfill this requirement without expending substantial costs/efforts that would be required in establishing or acquiring a network of normal and cancer cell lines of this magnitude. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1(a)(2)(ii). Information Submission Instructions: This notice of intent is not a request for competitive proposals. No solicitation document exists. If there are any responsible contractors who have proven experience and meet the capabilities cited to perform the requirement, they may submit tailored capability statements that document experience, capabilities and qualifications which will be considered by the NCI. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described within this synopsis and the attached draft Statement of Work. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
