- This research project will provide current data on the incidence of alcohol-positive, and drug-positive, drivers through a national roadside survey. Four "national roadside surveys" have previously been conducted (1973, 1986, 1996, 2007) to obtain data on this issue. In these surveys, drivers were randomly selected from weekend night (and Friday day in the 2007 survey) traffic on representative roadways across the 48 contiguous United States. In the first three surveys, once the driver pulled to the side of the road, s/he was asked to provide a breath sample and to answer a few questions regarding her/his drinking and driving behavior and the current trip. In the 2007 survey, for the first time, drivers were also asked to provide a voluntary oral fluid and blood sample, and to answer questions on drug use. These studies have provided critical information regarding the prevalence of alcohol-positive drivers on the road across years at various BACs, which we can examine for trends. For the national roadside survey, the contractor shall obtain data on alcohol and drug use of drivers through passive alcohol sensors, preliminary breath samples, oral fluid samples, and blood samples. Each driver may be asked several questions regarding their general driving behavior, alcohol use, drinking and driving behavior, drug use, and drugged driving behavior. Although there may be some variations, in general the contractor shall plan on using the protocol from the 2007 survey, as described in Lacey, et al (2009a). Data shall be collected from drivers in a representative selection of sites across the contiguous United States in the late summer and fall of 2013. At a minimum, sampling will occur on Friday and Saturday late-nights, and Friday days. Data may be collected on other days and times of day/night. The contractor shall obtain at least one bodily fluid sample from a minimum of 8,000 drivers. The specimens shall be tested for selected over-the counter, prescription, and illegal drugs. The contractor shall ensure that all aspects of the study, including but not limited to, site selection, coordination with local officials, scheduling and travel, data collector training, sampling methods, data collection, specimen handling, specimen analysis, data analysis, and report(s) preparation are conducted smoothly, efficiently, and on schedule. For the development of guidelines to instruct others, the contractor shall develop a step-by-step process of how to conduct a representative roadside survey for alcohol and other drugs. This will be similar to the methodology section of the project's report, but will be written in an instructional manner, to be used by a local jurisdiction to conduct its own roadside survey. For the analyses of alcohol and drug data, the contractor shall develop statistical plans, and run the analyses for a variety of research questions using the 2007 survey data, and possibly other data sources (this is in addition to the analyses to be conducted under the 2013 roadside survey). This may include more detailed trend analyses or analysis of several variables from the surveys, or relevant data sets. The contractor shall prepare short descriptions of their analytic methods, briefly summarize the results, and document any limitations. NHTSA staff will build from these summaries to prepare Research Notes, articles, etc. As an optional task, planning and preparing for the following national roadside survey, the contractor shall work on components of the following roadside survey, for example, examining (then current) methodological issues, conducting a sampling plan, and/or updating protocol. As an optional task, conducting separate alcohol or drug studies, NHTSA may instruct the contractor to conduct additional alcohol or drug study(ies). These studies might involve activities such as field data collection, data analysis, and/or report writing. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm's ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response.
