Description
Background: The Navy Clothing & Textile Research Facility (NCTRF) is conducting a market survey seeking developmental or Commercial-Off-the-Shelf (COTS) Anti-Vibration gloves intended to be worn by Navy Shipyard maintenance, repair and construction personnel who utilize hand tools which may expose workers to potentially harmful levels of vibration. The objective of this Sources Sought Notice is to identify protective gloves which meet vibration dampening characteristics to potentially reduce the incidence of Hand-Arm Vibration Syndrome and other hand-arm injuries. Description: Current technologies typically use air or gel technology as a means to dampen vibration. NCTRF will consider gloves utilizing air technology, gel technology or other innovative technologies or novel approaches. Requirements: 1. The gloves must pass the ANSI/ISO-10819:1996, Method for the Measurement and Evaluation of Vibration Transmissibility of Gloves at the Palm of the Hand . This standard specifies the recommended method for measuring, analyzing data and the reporting of vibration transmissibility characteristics of gloves. 2. Characteristics that are critical to the user include hand dexterity, and maintaining a stable grip while not promoting heat or sweat stress, nor fatiguing the hand/arm. 3. Berry Amendment Compliance Submissions: To respond to this Sources Sought Notice, interested candidates are REQUIRED to submit the following: 1. One pair of no more than three styles in size Large. 2. Manufacturer name, point of contact, phone, email, manufacturer website, item product number, item cost, production lead time, and any available documentation, literature, or brochures pertaining to the gloves. 3. Technology description: for example - air, gel, alternative approach, or combination thereof. 4. Design: description of design features, intended application, drawings and/or pictures, available sizes, specified purpose (for example - general anti-vibration reduction or for a specific job such as drilling, blasting etc.) 5. Certifications: A) Provide substantiating document that product passes ANSI/ISO-10819:1996 standard. B) If applicable, NFPA certification for flame resistance. 6. Demonstration of gloves ability to maintain grip strength and dexterity appropriate to task. 7. Documentation for Berry Amendment Compliance. Please submit responses by 31 December 2010 to the point of contact identified below. Selected gloves meeting the above criteria may be included in a follow-on laboratory evaluation. All information received in response to this Sources Sought Notice that is marked proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
