- The National Park Service intends to acquire Dispatch/communications services for Gulf Islands National Seashore from the City of Gulf Breeze, Florida. The period of performance will be one-year, and the estimated cost if $65,063. In accordance with NPS Reference Manual 9 (MAy 2009 Edition), Chapter 40, Paragrpah 3 Directives, Dispatch services will be obtained through Agreement/contract with local, county or state agency. Pursuant to FAR Subpart 13.106-1(b), For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Performance Work Statement set forth a requirement for telephone and radio dispatching services (24 hours / 365 days) in support of law enforcement, emergency services, and general park operations. Standards of Dispatch/communication services is consistent with most any professionally operated and equipped communcations centers and trained dispatched staff that provide law enforcement and emergency service operations. Dispatch/communications services provide a critical link for the safety of law enforcement and emergency service professionals by providing essential information and support. Dispatch services provide radio and telephone communications to NPS field staff; deploy and track human and physical resources; access national and state computer databases, coordinate park response to medical, fire, other emergency and all-risk management situations; coordinate response to emergency incidents with other law enforcement agencies; and are call centers where the public can report emergencies of all kind. Dispatch services are critcal components in developing and providing intelligence during investigations and homeland security operations. THERE IS NO PLANNED RELEASE OF A REQUEST FOR QUOTATION AND THIS DOES NOT SERVE AS A PRE-SOLICITATION NOTICE. ANY QUESTIONS PERTAINING TO THIS NOTICE MUST BE RECEIVED BY NOVEMBER 30, 2010.
