Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION IS AVAILABLE. The U.S. Army Corps of Engineers Europe District (NAU) is soliciting information from firms interested in performing work in the Republic of Latvia. The requirements under consideration will be for three (3) firm fixed priced (FFP) contracts to provide the design and construction of the following eight (8) projects: 1. Renovation of an existing fire and rescue station in Strenci, Latvia, to include work on the existing three (3) bay garage as follows: raised walls and new roofing system to accommodate new, larger garage doors, concrete flooring, vehicle exhaust ventilation system, various mechanical and electrical systems, and patch and paint. 2. New construction and renovation of an existing fire and rescue station in Gulbene, Latvia, to include the construction of a new three (3) bay garage with garage doors, concrete flooring, vehicle exhaust ventilation system, and various mechanical and electrical systems. The renovation of the existing fire and rescue station includes three (3) new, larger garage doors, insulation, vehicle exhaust ventilation system, various mechanical and electrical system upgrades, replacement of the roofing system, and patch and paint. 3. New construction and renovation of an existing fire and rescue station in Valka, Latvia, to include the construction of a new three (3) bay garage with garage doors, concrete flooring, vehicle exhaust ventilation system, and various mechanical and electrical systems. The renovation of the existing fire and rescue station includes three (3) new, larger garage doors, insulation, vehicle exhaust ventilation system, various mechanical and electrical system upgrades, replacement of the roofing system, and patch and paint. 4. Renovation of an existing fire and rescue station in Livani, Latvia, to include work on the existing garage, which shall be renovated to include new, larger garage doors, concrete flooring, vehicle exhaust ventilation system, and various mechanical and electrical system upgrades. 5. New construction and renovation of an existing fire and rescue station in Aizkraukle, Latvia, to include the construction of a new garage with garage doors, concrete flooring, vehicle exhaust ventilation system, and various mechanical and electrical systems. The renovation of the existing fire and rescue station includes three (3) new, larger garage doors, insulation, vehicle exhaust ventilation system, various mechanical and electrical system upgrades, replacement of the roofing system, and patch and paint. 6. Renovation of an existing fire and rescue station vehicle bay garage and a separate two (2) story living quarters, in Keipene, Latvia. The renovation work to the existing fire and rescue station includes one (1) new, larger garage door, vehicle exhaust ventilation system, replacement of the maintenance bay pit, various mechanical and electrical system upgrades, and paving / civil works. 7. New construction and renovation of an existing fire and rescue station in Ventspils, Latvia, to include the construction of a new five (5) bay garage with garage doors, concrete flooring, vehicle exhaust ventilation system, and various mechanical and electrical systems. The renovation of the existing fire and rescue station includes three (3) new, larger garage doors, insulation, vehicle exhaust ventilation system, various mechanical and electrical system upgrades, replacement of the roofing system, and patch and paint. 8. Renovation of an existing fire and rescue station in Liepaja, Latvia, to include work on the existing garage which shall be renovated to include new, larger garage doors, concrete flooring, vehicle exhaust and ventilation system, and various mechanical and electrical system upgrades. In accordance with Federal Acquisition Regulation (FAR) 36.204, Disclosure of the Magnitude of Construction, the anticipated magnitude of construction for each of these projects is as follows and in the same order as above: 1. Between $100,000.00 and $250,000.00 2. Between $250,000.00 and $500,000.00 3. Between $100,000.00 and $250,000.00 4. Between $100,000.00 and $250,000.00 5. Between $250,000.00 and $500,000.00 6. Between $100,000.00 and $250,000.00 7. Between $100,000.00 and $250,000.00 8. Between $100,000.00 and $250,000.00 This sources sought announcement is issued for information and planning purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP), nor does its issuance restrict the Government as to the ultimate acquisition approach. This sources sought shall not be construed as an obligation on the part of the Government to acquire any products or services. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting a response to this notice. All interested sources must respond to future solicitation announcements separately from responses to this market survey. The purpose of this sources sought is to gain knowledge of interest, capabilities, and qualifications of contractors to compete and perform the resulting contracts. Note that Defense Federal Acquisition Regulation Supplement (DFARS) 252.222-7002, Compliance with Local Labor Laws (Overseas), applies to these projects. Additionally, any potential awardee must be registered in the Central Contractor Registration (CCR) database. Responses are desired from firms who can demonstrate recent experience in the country and excellent past performance in design / construction of similar work, but expressions of interest will be accepted from all interested parties. No telephone calls or faxed responses will be accepted. Potential offerors responses to this announcement shall be limited to five (5) pages and shall include the following information: 1. Company name, address, physical address for any courier service delivery, English-speaking point(s) of contact, email address(es), and telephone number(s). 2. Offerors capability to perform the types of construction projects listed above. 3. Offerors experience performing construction in the Republic of Latvia. Potential offerors are encouraged to submit the information above no later than 3 December 2010 to the Contract Specialist, Ms. Christine Dye, at christine.m.dye@usace.army.mil, and the Contracting Officer, Ms. Marilyn Jackson, at marilyn.jackson@usace.army.mil.
