- APPENDIX #1 This is a Sources Sought Synopsis FOR INFORMATIONAL PURPOSES ONLY, to be used for preliminary planning in this acquisition. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The Air Force Technical Applications Center (AFTAC) is conducting market research to identify ANY large or small business source (including 8(a), veteran-owned, service-disabled veteran-owned, HUB Zone, disadvantaged, and woman-owned small business concerns), capable of performing successfully under the requirement described herein. This effort is anticipated to be a COTS or modification of COTS activity. The contractor must be able to perform complex technical development and integration activities to provide an end to end data acquisition system in support of treaty monitoring strategies. Specifically, the requirement is to develop a Next Generation Data Acquisition System (NGDAS) capable of recording analog and/or digital data from seismic, infrasound, and hydro-acoustic sensors and transmitting the data to an appropriate data center. A common analog to digital converter that can be personalized for use with a number of different sensors and the attribute of input flexibility is highly desirable. Performance is primarily at the contractor on-site facility. Final system testing may be accomplished at a government owned or contracted test facility to be determined at a later date. The contractor must be able to meet the key performance parameters (KPPs) and key system attributes (KSAs) in appendix #1 attached to this announcement. The contractor shall demonstrate the ability and understanding to meet the requirements above. The contractor must also demonstrate the successful design of data acquisition systems, though these systems need not be exclusively for seismic data. Experience and past performance are critical to a successful and uninterrupted AFTAC mission; therefore, a history of relevant work is required. Capabilities Package Sources should submit a brief capabilities statement in response to this notice. Responses must be limited to no more than 15 pages and should address the following areas: 1. A top level approach outlining how the company intends to perform this acquisition and meet the requirement outlined above and in appendix #1. 2. Recent and Relevant company experience and capabilities related to the requirements outlined above and in appendix #1. 3. Business size/status. This sources sought is for planning purposes only and does not commit the Government to pay for information requested, issue a solicitation, or award a contract. Applicable NAICS is 541690, $7.0M. Any solicitation which may be issued has an anticipated posting date To Be Determined (TBD) and will appear at www.fbo.gov. The anticipated award date of any contract resulting from this announcement is also TBD.
