- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.5 to EPPLEY LABORATORY INC, 12 Sheffield Ave, Newport, RI 02840-0419. this procurement is being conducted under Simplified Acquisition Procedures (SAP) -- only one responsible source and no other supplies or services will satisfy agency requirements. Eppley is the only known source capable of meeting the Government's requirements due to the unique capability to provide support and service for the Eppley Precision Infrared Radiometer and Eppley Precision Spectral Pyranometer sensors. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00pm Noon on 23 November 2010. No RFP will be issued based upon this Notice of Intent. For Technical inquiries, please contact Mark Graves, Mark.R.Graves@usace.army.mil. Contracting Office POC: Christopher.M.Barnett@usace.army.mil. 1. The Environmental Laboratory (EL) is supporting the Countermine test site characterization at Ft. Leonard Wood, MO and Yuma Proving Ground, AZ, and the subsequent Geo Envrionmental Tactical Simulation (GEOTACS) program. Stations have been used to collect data to be used for validation data to drive the development of the computational test bed to support improvised explosive device (IED) and other military research. Additional stations are required to allow collection of data at more sites so that areas representing a broader array or environmental conditions can be modeled. 2. The expansion of project test areas requires four (4) more PIRs and six (6) more PSPs to be used with the Eppley Precision Infrared Radiometer (PIR) and Eppley Precision Spectral Pyranometer (PSP). To maintain consistency with current data acquisition systems and to insure direct compatibility with installed systems, it is recommended that these sensors be purchased from Eppley Laboratory, Inc.
