- NAICS Code: 334112. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-46. This acquisition is set-a-side for small business. The NAICS code is 334112- Computer Storage Device Manufacturing, the size standard is one (1) thousand employees. The U.S. Environmental Protection Agency (EPA), Office of Research and Development,(ORD) National Exposure Research Laboratory in Research Triangle Park, NC, under the Simplified Acquisition Procedures (SAP), of the Federal Acquisition Regulations (FAR) Part 13, on a firm-fixed price basis, intends to procure a Scalable, Rack-Mounted Modular Tape Library System (SL500 brand name or equal) with a capacity of 500T. This system will be used for archiving atmospheric data in support of the National Exposure Research Laboratory?s Atmospheric Modeling and Analysis Division (AMAD). Offerors must provide sufficient documentation to illustrate their capabilities in meeting the required specifications as outlined below. A. MINIMUM GENERAL SPECIFICATIONS: The Rack-Mounted Modular Tape Library System will be used to archive 500T of data used in AMAD?s modeling program. Models developed by AMAD are being used by EPA, NOAA, and the air pollution community in understanding and forecasting not only the magnitude of the air pollution problem but also in developing emission control policies and regulations for air quality improvements. AMAD applies air quality models to support key integrated, multidisciplinary science research. B. SPECIFICATIONS FOR MODULAR TAPE LIBRARY: The tape library system must have the following minimum specifications: 1.)Tape library must use quantity 3 of LTO-5 tape drives.2.)Tape library must be able to scale from 30 to 575 LTO slots with a maximum capacity of more than 862 terabytes of uncompressed data.3.)Tape library must allow you to use as many as 18 tape drives with a native throughput rate of more than 9 terabytes per hour.4.)Tape library must have hot-swappable drives; Ethernet and serial ports for diagnostics and reporting; redundant hot-swappable power supplies with redundant fans.5.)Tape library must have following robotic control interfaces: Small Computer System Interface (SCSI)-3 Media Changer command set on LTO 4; low-voltage differential (LVD) or 4 Gb Fibre Channel. 6.)Tape library must have simultaneous non-partitioned support of multiple tape and media types7.)Procurement must include 500T of tape cartridges8.)Procurement must include quantity 4 4GB dual channel Fibre Channel Host Bus adapters9.)Tape library must have redundant power supplies C. DATA PROCESSING AND INTERPRETATION Tape library must support Solaris, Windows and Linux D. ADDITIONAL SPECIFICATIONS GENERAL REQUIREMENTS Warranties: One year next day service warranty on tape library system. E. TECHNICAL EVALUATION FACTORS: The Government will award a Fixed Price contractual vehicle resulting from this RFQ to the responsible offeror whose quote conforms to the minimum specifications and is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate an offerors: demonstrated qualifications of the Modular Tape Library System, past performance, and price. This requirement will be evaluated on a Best Value basis. Offerors shall provide information to demonstrate/substantiate that its quote meets the requirement outlined in the minimum specifications. Offerors shall provide: 1. DEMONSTRATED QUALIFICATIONS: Offeror shall provide a detailed documentation outlining the technical capabilities of the Modular Tape Library System in accordance with the minimum specifications. 2. PAST PERFORMANCE: Provide demonstrated performance during the last three years on contracts/purchase orders which are similar to this requirement. The Government will consider the following areas under past performance: (1) quality of products or service, (2) cost control, (3) timeliness of performance, (4) business relations. The offeror shall provide reference information for at least three projects completed or currently ongoing, which are similar to this requirement. The name, phone number, and e-mail address for the customer=s primary technical contact point (project officer) shall be provided. PRICE: Provide a firm-fixed price quote in accordance with the attached specifications F. The salient physical, functional, or performance characteristics that ?equal? products must meet are specified in the solicitation. (b) To be considered for award, offers of ?equal? products, including ?equal? products of the brand name manufacturer, must? (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by? (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate ?equal? products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an ?equal? product, the offeror shall provide the brand name product referenced in the solicitation.
