1.0 ABSTRACT 1.1 This item describes the requirement to update the Firmware Software for "Black-Out" Recovery on all Main Diesel Engines. 2.0 REFERENCES: 2.1 TECHNICAL MANUAL DIESEL ENGINES, MAIN POWER GENERATION, MODELS 9L 48/60 AND 8L 48/60, VOLUME B1 3.0 ITEM LOCATION AND DESCRIPTION 3.1 Location/Quantity: USNS Amelia Earhart (T-AKE 6). All Data acquired shall be used to determine the imbalance as well as trim balance the Main Diesel Engines at varying loads pier side and at sea. 2.0 REFERENCES/ENCLOSURES: 2.1 References: 2.1.1 Flexible Coupling, RATO-S, VULCAN Drawing 1G53100013 2.1.2 FM-MAN L48/60 Vibration Survey & Engine Balance Optimization Procedure M12700708 3.0 ITEM LOCATION AND DESCRIPTION 3.1 Locations/Quantity 3.1.1 Locations: Main Machinery Room 5-66-0 3.1.2 Quantity: 2ea MDE 8 cyl, 2ea MDE 9 cyl (FM-MAN L48/60) 3.2 Bill of Materials (Contractor Supplied): 3.2.1 All Tools and Instrumentation to acquire Vibration Data, Imbalance Data, and Material required to perform the balance correction such as balance weights, Flywheel Coupling Bolts, etc shall be provided by FME. 3.2.2 Quantities are considered estimates. The Contractor shall provide the exact quantities and additional material as required to complete a satisfactory balance of the Main Diesel Engines and satisfies the requirements of this specification. 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIALS/SERVICES: None 5.0 NOTES: 5.1 Fax/Email Ship access requests on company letterhead to Nikia Rorie, Ph: (757) 443-0932; Fax: (757) 443-1494. The contractor and subcontractors shall obey all posted and verbal instructions regarding safety and exclusion from High Voltage areas. At no time shall a contractor or subcontractor approach, work on, or enter a High Voltage area with out proper authorization. 5.4 THE USNS Amelia Earhart ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK AND WHITE. THE CONTRACTOR SHALL ASSUME ALL ELECTRICAL CABLES ARE HOT UNTIL TESTED OTHERWISE. THE CONTRACTOR SHALL TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DEAD PRIOR TO WORKING ON THE ITEM. 5.5 All shipboard lockout tag out procedures shall be followed by the contractor. 5.6 Chief Engineer shall be briefed prior to acquiring vibration and imbalance levels or making any adjustments to imbalance on the Main Diesel Engines. 5.7 Vibration and Imbalance levels acquired shall be provided to the Chief Engineer and MSFSC Rep in report format upon request. 6.0 QUALITY ASSURANCE REQUIREMENTS: None additional 7.0 STATEMENT OF WORK 7.1 Provide the services of at least one (1) Authorized FME Technical Representative qualified to measure and balance the Main Diesel Engines FM-MAN L48/60. 7.2 Prior to acquiring vibration data and measuring/correcting imbalance, FME Tech Rep(s) shall have completed all scheduled maintenance and inspections identified on MDE's 3 and 4 per Service Order SO-11-003/004. 7.3 Tech Rep shall identify all tri-axial data acquisition point locations as well as locations identified by this work item to the Ships Chief Engineer on each Main Diesel Engine. 7.4 Pier Side Measurements; 7.4.1 Measure the imbalance (1X rotation) of each Diesel Engine at NO LOAD. Operate diesel engine at RPMs identified in reference 2.1.2. FME tech Rep shall notify Ships Force the RPMs prior to obtaining data. NO other Diesel Engines shall be running at a time. 7.4.2 Document Engine, RPM, imbalance levels, and engine room conditions. 7.4.3 Obtain vibration data at Diesel Engine free-end, drive-end, Generator drive-end, and Generator free-end as indicated by the Vibration Test Analysis Guide. 7.4.4 Obtain above and below mount data, at the Diesel Engine 4 corners. This data shall be used to determine the effective attenuation of mounts. 7.4.5 Install predetermined trial balance weights at required locations on flywheel. Trim balance engine until imbalance level criteria of 16mm/s is met. Document weights and locations. 7.4.6 Flywheel coupling bolts shall meet torque requirements of 1250 Nm. Ships Force shall witness torque of fasteners. 7.5 At Sea Measurements; Note: Notify the Chief Engineer prior to beginning at sea measurements. Ships Force must operate in "Single Engine Operations" in order to meet criteria of one (1) diesel engine operation at loads of 50 - 80%. 7.5.1 Measure the imbalance of each Diesel Engine at loads of 50% to 80% in increments of 10%. NO other Diesel Engines shall be running. 7.5.2 Install or remove predetermined trial balance weights at required locations on flywheel. Trim balance engine until imbalance level criteria of 16mm/s or less is met. Document weights used and locations. 7.5.3 Document engine, RPM, imbalance levels, and engine room conditions. 7.5.4 Obtain vibration data at Diesel Engine free-end, drive-end, Generator drive-end, and Generator free-end. 7.5.5 Obtain above and below mount data, at the Diesel Engine 4 corners. This data shall be used to determine the effective attenuation of mounts. 7.6 Ship's force and/or Shipyard personnel will assist (FME) OEM Rep. 7.7 FME shall provide all Tools and Instrumentation to acquire Vibration Data, Imbalance Data, and Material required to perform the balance correction such as balance weights, Flywheel Coupling Bolts, etc and install of material for a satisfactory balance effort. 7.8 All work to be done to the satisfaction of the MSFSC Rep and the Chief Engineer. 8.0 GENERAL REQUIREMENTS: None additional
