- The purpose of this sources sought/market survey is to identify sources that are capable of producing the M70 Series Cable Assemblies. A Best Value solicitation is contemplated, resulting in a single, 5 year Indefinite Delivery Indefinite Quantity (IDIQ) contract. The description of the items are as follows: M72 NSN: 1325-00-633-5264 P/N: 7542966 M73 NSN: 1325-00-633-5262 P/N: 7542967 The M70 Series Cables are the method used to transfer fuze power from the delivery aircraft to electronic bomb fuzes and target detecting devices to initiate the energetic explosive. Cables are identical except for length. The cable assembly consists of 2 lengths of cordage, with a fuze plug on one end of each and a 1 1/2 inch plastic receptacle that joins the other end of each. The cable assembly is difficult to produce to the exacting First Article and Lot Acceptance Test parameters. Although the M70 cable family may appear similar to other commercial cables in the marketplace, testing in harsh environmental conditions (extreme temperatures, salt fog, etc.) It is necessary to determine if the Cables meet the performance requirements. Any potential producer must have a highly trained, experienced workforce whom possesses the critical, specialized skills and processes required to manufacture and test the cable assemblies. The technical data package (TDP) is classified as Distribution D - limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose import is restricted by the arms export control act. (Title 22, U.S.C., SEC 27 51 ET SEQ) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52.30.25. At this time only the top drawing is available. Offerors must be registered with the U.W./Canada Joint Certification Office to obtain a copy of the top drawing (see www.dlis.dla.mil/jcp/ for instructions and information). Request MUST include Cage Code, Company Name, Address, Phone, Email address and point of contact. Additional information regarding the above item can be requested from the POCs. A respondent to this market survey should be able to show that they have adequate technical capability, manufacturing capacity, and certification to receive export-controlled technical data (as applicable, see above). A respondent to this sources sought survey must have available facilities, equipment, skills and personnel to produce the cable assembly. Only SERIOUSLY INTERESTED U.S./Canadian firms who feel they are capable of producing the cable assemblies are invited to indicate their interest by providing the Government a brief description and summary of their companys capabilities, including a brief description of their organization, name/address/point of contact, facilities/equipment, personnel, inspection capabilities, and past manufacturing experience as it relates to the above criteria, and minimum and maximum monthly production rates of past production of same or similar items. Identify M70 Series Cables Sources Sought/Market Survey as the subject of your response. All information collected from this market survey shall be used for planning purposes only. Do not mistake this sources sought as a request for proposal or as an obligation on the part of the government. The Government does not intend to award a contract based on this market survey or otherwise pay for information solicited. Please identify any proprietary information submitted. All information submitted will be held in a confidential status. REQUIREMENTS: For the purposes of this survey, monthly requirements fall into the general range of 1,000 each/month. Interested contractors should demonstrate that they possess the experience, capability, necessary equipment, facilities, and tooling required, or that they can obtain such, necessary to fabricate, assemble, test, and inspect the required quantities of M70 Cable assemblies per the requirements identified above. This may include an indication of willingness to invest in setting up a required production line. Contractors shall provide a summary of their companys capabilities including parent organizations, name/address/point of contact identification, capabilities, a description of facilities/equipment, manufacturing processes, inspection capability, testing capability, personnel, past experience as a manufacturer, proven monthly production capacity and/or potential capacity, possible partnering/teaming arrangements and whether the company is a large or small business. Summary descriptions of capability should address specific critical processes in the production of these cable assemblies. Intended line capacities (existing or planned) for the cable assemblies should be identified at both a single shift rate and a maximum (3-shift) rate. ESTIMATED PRICES: Rough order of magnitude estimates should be provided addressing a total cost for completing First Article Acceptance Test (FAAT) and a unit price for the Cables. Unit cost for the Cables should be based upon a production delivery rate of 1,000 per month. Please provide the following information: 1.
