- The U.S. Government is conducting a market survey of industry to identify sources that are interested in manufacturing the subject Lugs, Suspension, Aircraft Ordnance, MS3114 and MK3-0. The POC is Nicole Kirchgesner, (309) 782-0449, nicole.kirchgesner@us.army.mil. The Government anticipates a single, 5 year contract will be awarded for both of the suspension lugs from the contemplated solicitation. The descriptions of the items are as follows: The Lug, Suspension, Aircraft Ordnance, MS3314 NSN: 1325-00-116-4452 P/N: V4036600, is used to suspend 500 and 1,000 lb class General Purpose (GP) and practice bombs from fighter jets. The lug is approximately 2.5 inches long and 1.75 inches in diameter. The lug is fabricated from 4340 type steel and heat treated to achieve the necessary hardness, with a 1.75 12-UNC-3A thread. The Lug, Suspension, Aircraft Ordnance, MK3-0 NSN: 1325-00-684-1364 P/N: 55A43C3, is used to suspend 2,000 lb class General Purpose (GP) and practice bombs from fighter jets. The lug is approximately 3.62 inches long and 2.5 inches in diameter. The lug is fabricated from 4340 type steel and heat treated to achieve the necessary hardness, with a 2.500 12-UN-3A thread. These lugs are also plated with cadmium or zinc protective finish. The threading process is critical to the combat effectiveness of the items. The technical data package (TDP) is classified as Distribution D - limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose import is restricted by the arms export control act. (Title 22, U.S.C., SEC 27 51 ET SEQ) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52.30.25. At this time only the top drawing is available. Offerors must be registered with the U.W./Canada Joint Certification Office to obtain a copy of the top drawing (see www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, request a copy of the top drawing via email to nicole.kirchgesner@us.army.mil Request MUST include Cage Code, Company Name, Address, Phone, Email address and point of contact. Additional information regarding the above item can be requested from the POC. A respondent to this market survey should be able to show that they have adequate technical capability, manufacturing capacity, and certification to receive export-controlled technical data (as applicable, see above). A respondent to this sources sought survey must have available facilities, equipment, skills and personnel to produce the Lugs. Only SERIOUSLY INTERESTED U.S./Canadian firms who feel they are capable of producing the Lugs are invited to indicate their interest by providing the Government a brief description and summary of their companys capabilities, including a brief description of their organization, name/address/point of contact, facilities/equipment, personnel, inspection capabilities, and past manufacturing experience as it relates to the above criteria, and minimum and maximum monthly production rates of past production of same or similar items. All information collected from this market survey shall be used for planning purposes only. Do not mistake this sources sought as a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract based on this market survey or otherwise pay for information solicited. Please identify any proprietary information submitted. All information submitted will be held in a confidential status. REQUIREMENTS: For the purposes of this survey, monthly requirements fall into the general range of 1,000 each/month. Interested contractors should demonstrate that they possess the experience, capability, necessary equipment, facilities, and tooling required, or that they can obtain such, necessary to fabricate, assemble, test, and inspect the required quantities of Lugs per the requirements identified above. This may include an indication of willingness to invest in setting up a required production line. Contractors shall provide a summary of their companys capabilities including parent organizations, name/address/point of contact identification, capabilities, a description of facilities/equipment, manufacturing processes, inspection capability, testing capability, personnel, past experience as a manufacturer, proven monthly production capacity and/or potential capacity, possible partnering/teaming arrangements and whether the company is a large or small business. Summary descriptions of capability should address specific critical processes in the production of these Lugs. Intended line capacities (existing or planned) for the Lugs should be identified at both a single shift rate and a maximum (3-shift) rate. ESTIMATED PRICES: Rough order of magnitude estimates should be provided addressing a total cost for completing First Article Acceptance Test (FAAT) and a unit price for the Lugs. Unit cost for the Lugs should be based upon a production delivery rate of 1,000 per month. Please provide the following information: 1.
