Description
The U.S. Army Corps of Engineer (COE) Middle East District intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. To be considered a construction firm, the firm must perform construction as a significant portion of its business. Defense Base Act Insurance and Construction surety will be required. The estimated cost of the project is between $10,000,000 and $25,000,000. PROJECT SCOPE: The project is for the construction of Troop Housing Phase 4 at Bagram Air Base, Afghanistan. This will be a design-bid-build solicitation with some design-build aspects within this project; therefore, design experience will be requested. The contractor will be required to perform geotechnical and topographical studies and develop the civil and final foundation designs. Technical requirements pertaining to the facilities will be provided. The contractor will construct eight (8) barracks to provide housing for 1,216 personnel. Primary facilities will consist of the troop housing with shower and latrines. Secondary facilities include electrical, water, and sewage distribution, mechanical systems, information systems, site improvements, pavement, utility infrastructure, and drainage. Contractor may be required to connect to the existing base utility infrastructure. Force Protection and Anti-Terrorism measures will be included. Barracks will be constructed under austere contingency standard design for Barracks Building of concrete framed structure with CMU Walls. Work identified in the Scope of Work shall be divided into two construction phases, with the first construction phase lasting 240 calendar days from the original Notice to Proceed and the second construction phase lasting 180 calendar days from the receipt of the second Notice to Proceed. There will be a 75 calendar day period between the two construction phases in which no work can be completed. All work identified in the Scope of Work shall be completed within 495 calendar days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. CONTRACT PROCEDURES: Award of a contract shall be made using Best Value Trade-Off method and will be made to the responsible offeror whose overall proposal is determined to be the most advantageous to the Government. Pricing aspects shall have approximately equal weight in the selection process as the non-pricing aspects of any proposal. Each proposal shall be evaluated against the solicitation Request for Proposal (RFP). In evaluating proposals, the Government will consider the following three non-pricing evaluation factors: Management Plan, Experience, and Past Performance. (Price shall also be considered as described above.) Each of these three non-pricing evaluation factors will have approximately equal weight with one another in the selection process. The Government intends to award a contract without discussions but reserves the right to hold discussions if the Government determines that to do so would be in its best interests. The solicitation (tender) will be available on or about 7 December 2010. Tentative date for receipt of proposals is 6 January 2011. Tentative contract award date is 10 March 2011. Contract award will be made on a firm fixed-price contract. The anticipated contract duration is 495 calendar days from receipt of Notice to Proceed. Construction Phase 1 shall be completed within 240 calendar days and Construction Phase 2 shall be completed within 180 calendar days, with a 75 calendar day period between both phases in which no work may be performed.
