- Draft PWS for Defense Meteorological Satellite Program (DMSP) Ground System Sustainment Support. This notice is a sources sought for sustainment of the Defense Meteorological Satellite Program (DMSP) Ground System. The government anticipates eventually awarding a contract with fixed price CLINs for sustainment, cost plus fixed fee CLINS for technical refresh efforts and cost (no fee) CLINs for material and travel. The performance period is anticipated to be one Base Year with four Option Years. Contract type and performance period may be adjusted based on the results of the Market Research, eventual negotiations, and/or contract award date. The anticipated award date for this contract is 31 August 2011. Harris IT Services is the current contractor. The Weather Sustainment Division is performing a market survey to determine if there are other interested and qualified firms having the capabilities described below. The contractor shall provide system engineering and analysis of ground segment equipment, configuration management, and feasibility studies for system enhancements. The contractor shall sustain the DMSP Ground System to include hardware and software component supply, repair, test, preventive and corrective maintenance, upgrade, and technical support. The contractor shall provide sustainment engineering for mission unique software, independent test analyses and problem isolation. The contractor shall furnish all facilities, parts, materials, data, equipment and services to include supply storage at a contractor depot location for all depot items. The contractor shall provide ground system expertise and on-site support to the operations command centers. The contractor shall provide on-call emergency technical support to any DMSP ground segment site. Interaction with government and other contractors, as well as independent work, for launch and early orbit anomaly resolution related to the DMSP ground system will be required. In addition, the contractor shall be able to send and receive equipment to CONUS and international locations, work with foreign governments and contractors to track, inventory, and/or transfer custody of equipment. The Government requires Level 1, 2, and 3 depot level support on all operational and spare hardware. The Government requires a ground segment mission reliability of 99.8% and an operational availability rate of 99.7% with a mean time between critical failures greater than 328 hours. The mean time to repair the ground segment shall be less than 1 hour and the maximum corrective maintenance time of all repair actions shall not exceed 3 hours. AFWA and FNMOC shall receive 100% of global smooth data within 10 minutes of downlink, and 100% of fine data within 4 hours of downlink. A SECRET clearance and non-disclosure agreement is necessary for this effort. The Contractor is expected to develop a long-term system engineering and sustainment plan for DMSP C3 and provide the Government with recommendations and milestones to sustain the ground network. All hardware and software upgrades will be in accordance with the DoD Information Technology security requirements. A DRAFT PWS is attached. The draft PWS is substantially complete, however will, more than likely, experience minor revisions before being considered FINAL. Interested contractors are invited to submit a Statement of Capability (SOC) addressing the ability to satisfy the above requirements to Mr. Gary Simpson at gary.simpson@peterson.af.mil and Mr. Chris Seaman at chris.seaman.ctr@peterson.af.mil. All responses are due no later than close of business, 29 November 2010 and must conform to 8.5 x 11-inch pages, font no smaller than 12-point, 1" margins and a maximum of 20 pages. The statement of capability must include the following information: 1) Company name, mailing address, points of contact, and telephone numbers; 2) Business size classification (large, small, or other); 3) In-depth comprehension of the DMSP C3 system, from operator interface to satellite command, control, and data recovery through to data receipt, quality monitoring, and ingest at AFWA and FNMOC; 4) DMSP Ground Segment experience to include interaction and in-depth knowledge of the Air Force Satellite Control Network (AFSCN) and access to AFSCN sites; 5) Experience with launch and early orbit support for DMSP spacecraft; 6) Ability to satisfy the Government's performance requirements described above. The SOC must be completely unclassified. All responsible sources may submit a SOC. Persons/entities debarred and/or suspended will not be considered, therefore are not requested to respond. Any information submitted in response to this sources sought is strictly voluntary, however, response to this sources sought will be used to determine if a competitive field exists. Response from small and small disadvantaged business is encouraged. The small business size standard for NAICS 811219 is $19M. All SOCs will be evaluated fairly and with consistency. The Government will review SOCs to determine recency and relevancy. Recency is considered to be the same or similar work within the past 3 years; relevancy is considered to be work within the field described above or similar technologies. The Government may confirm quality of past performance. The Government does not intend to award a contract on the basis of this announcement. All data received in response to this sources sought that is marked as corporate or proprietary information will be fully protected from release outside the Government. Government contract employees may be utilized to review any documents submitted in response to this action, Non Disclosure Agreements have been filed with the Government. The Government will not reimburse any cost associated with submitting information in response to this Request for Information, nor shall any costs be allowed on any Government contract. Mr. James Gill, USAF AFSPC SMC/PK is the Ombudsman and has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call him at (310) 653-1789.
