Description
DESCRIPTION: THE US COAST GUARD REQUIRES THE INSPECTION OF THE PIER FACES, FENDER SYSTEMS, AND ADJOINING RIVER BOTTOM IN ACCORDANCE WITH APPLICABLE COAST GUARD DIRECTIVES. THE ENTITY CONTRACTED TO PERFORM THE DIVE OPERATION SHALL EXECUTE BOTH PRESCHEDULED AND SHORT NOTICE (LESS THAN 24 HRS) PIER SURVEYS AS NECASSARY AT VARIOUS BERTHS LOCATED AT BLOUNT ISLAND. THE PIER EXAMINATION MUST INCLUDE THE INSPECTION OF THE FIXED DOCK/FENDER SYSTEM MEASURING APPROXIMATELY 1000FT IN LENGTH AND 45FT IN DEPTH. IN ADDITION, A SIDE-SCAN IS REQUIRED IN ORDER TO INSPECT THE RIVER BOTTOM APPROXIMATELY 50 METERS OUT FROM THE DOCK/PIER FACE. THE PURPOSE OF THE PIER FACE AND RIVER BOTTOM INSPECTION IS TO CONDUCT SUBSURFACE SEARCHES OF PIER AND WATERFRONT STRUCTURES FOR EXPLOSIVE DEVICE DETECTION AND IDENTIFICATION. ADDITONALLY, MEASURES ARE TAKEN TO LOCATE AND INVESTIGATE ANY ANOMALIES OR ITEMS OF INTEREST AFFIXED TO THE PIER/FENDER SYSTEM OR ON THE RIVER BOTTOM. AT A MINIMUM, THE DIVE TEAM MUST CONSIST OF ONE DIVE SUPERVISOR, TWO DIVERS, AND TWO DOCK/PIER SAFETY DIVERS TO TEND LINES FOR EACH SUBMERGED DIVER PARTICIPATING IN THE OPERATION. THE DIVE TEAM MUST HAVE BASIC LIFE SUPPORT (BSL) MEDICAL EQUIPMENT TO INCLUDE OXYGEN AND AN EMT BAG IN THE EVENT OF A MEDICAL EMERGENCY. The proposed contract action is for services for which the Coast Guard intends to solicit and negotiate with the CITY OF JACKSONVILLE to provide the inspection service under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
