- The Naval Medical Logistics Command (NMLC) on behalf of the Bureau of Medicine and Surgery (BUMED) has a requirement named the Investigational Research Omnibus Contract (IROC). IROC consists of providing Clinical Research Associates in support of the Military Treatment Facilities (MTFs) under the Clinical Investigation Program. The mission of the Naval Medical Research & Development Area of Responsibility (AOR) is to conduct research, development, tests, and evaluations to enhance the health, safety, and readiness of Navy and Marine Corps personnel in the effective performance of peacetime and contingency missions and to perform other functions as directed by higher authority. The Naval Medicine Research & Development AOR includes various elements of the Bureau of Medicine and Surgery (BUMED), Washington, DC that require R&D support. The following are the anticipated labor categories for this acquisition: Clinical Research Associate “ Doctor Clinical Research Associate “ Scientist Clinical Research Associate “ Nurse Clinical Research Associate “ Analyst Clinical Research Associate “ Technician Clinical Research Associate “ Admin Clinical Research Associate “ Study Coordinator Clinical Research Associate “ Manager The Government envisions a multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, in which Task Orders/ Delivery Orders may be issued. Contracts will be for a three year base period of performance with a two year optional period of performance. The guaranteed minimum is anticipated to be $2,500.00 for each award. The Government envisions that multiple awards would be made; however, it reserves the right to make no award or to make a single award, if in the best interest of the Government. If for any reason, there are no successful proposals, or only one successful proposal, the Government reserves the right to re-open the solicitation. Offerors are hereby notified that NHRC support contractors (not competing for this requirement) may be advisors to the evaluation panel, and by submitting a proposal, the offeror is consenting to such. This requirement is a full and open competition with no set- asides. A solicitation will be posted on or about 11/30/ 2010 to the Naval Medical Logistics Command ™s website at http://www.nmlc.med.navy.mil/DBU-RFP.asp. Pre Solicitation notices are posted to FBO.gov and NECO.gov with a link to the website where the solicitation will be posted. Solicitations are to be downloaded from the website and no solicitations will be mailed. All proposals shall be sent to the address specified in the solicitation.
