Description
This notice serves as a presolicitation notice / procurement synopsis for the High-Speed Anti-Radiation (HARM) Targeting System (HTS) Contractor Logistics Support (CLS).. The Armament Directorate (AAC/EB), Lethal SEAD/DEAD Branch (EBAS) intends to award a follow-on sole source contract Raytheon Company, Missile Systems Division, 1151 E. Hermans Rd, Tucson, AZ 85706-9367. This effort is to provide HTS CLS, including depot repair services and sustaining engineering for HTS pods, as well as a variety of other HTS sustainment-related services and supplies on an as needed basis, thereby maintaining HTS availability for war fighter use with performance beginning 1 December 2011. This pre-solicitation notice covers all CLINs under the proposed contract, including any option CLINs and other CLINs for non-recurring work. HTS CLS is anticipated to be Firm-Fixed Price (FFP) for the recurring repair and sustaining engineering effort. The non-recurring effort will be awarded on an as-required basis under separate over and above CLINs. These separate over and above CLINs are anticipated to be priced as FFP, Time and Materials (T&M), Cost-Plus-Fixed Fee (CPFF), or Cost-Plus-Incentive Fee (CPIF). The contract is planned to be awarded in November 2011 as a one-year contract with two one-year options (1Dec 11 - 30 Nov 14). The estimated value of this contract (to include all options) is $60M. The Government intends to solicit and negotiate a RFP with only one source under the authority of FAR 6.302-1 (a) (2) (iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. This notice of intenet is not a requiest for competitive proposals. However all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in FAR, Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Raytheon Company, the current HTS pod producer, is presently in production; therefore, the Government will not be able to provide government property, government special tooling, and/or special test equipment to any prospective new source. Consequently, the fulfillment of the above services requires substantial initial investment and an extended period of preparation for repair/sustainment. The letter of solicitation and draft model contract have been sent to the contractor and negotiations are expected to begin in early Feburary 2011. The NAICS Code/Size standard is 811219/$6.5M.
