Description
NASA/GSFC has a requirement forthe acquisition of engineering support services and materials related to the rebuilding,minor redesign and testing of the previously provided Traina deployed Boom for the DeepSpace Climate Observer (DSCOVR) mission.The current DSCOVR Boom is a 2.5 meter lanyard deployable mast with a mounting plate onthe tip for mounting the Electron spectrometer experiment. One meter from the tip is aring which is used to mount the magnetomer. This contract will provide a Boom that isidentical to the original Boom in all the interfaces, mechanical, electrical telemetry,commanding and software as the original Boom, but will be modified to increase the lengthenough to satisfy the magnetic cleanliness requirements. The work will also require anupdate in the original Boom design, analysis, hardware manufacturing, assembly and testof the deployable Boom. NASA/GSFC intends to purchase the items from Alliant Techsystems, Inc.-Able Engineering(ATK) of Goleta, California. No other organization has the knowledge of the Boom toenable a timely and cost effective rebuild, redesign and testing of the deployable Boomfor the DSCOVR program.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon December 1, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
