Description

The Naval Sea Systems Command intends to award a sole-source contract to Todd Pacific Shipyards Corporation for execution planning and accomplishment of CNO scheduled dry-docking availabilities for specific DDG and FFG Class ships homeported in and visiting the Puget Sound, Washington area. The requirements include execution planning; accomplishment of CNO scheduled availabilities; and emergent maintenance efforts. A cost type contract is contemplated. The contract will be awarded under the authority of 10 U.S.C. 2304(c) (7), the statutory exception justifying the use of other than full and open competition in cases where it is determined to be in the public interest to award the contract to a particular source. Todd Pacific Shipyards is the only private contractor in the Puget Sound area that has facilities to dry-dock DDG and FFG class ships. A contract award to a contractor other than Todd would adversely impact PERSTEMPO/OPTEMO and cause extraordinary personnel disruption and family impacts that may ultimately affect military retention. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable.
