Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to award a sole source contract to provide services of a highly technical nature for engineering and technical services to assist in vulnerability and hardening studies, experimental investigation and analytical simulation of ship structures and systems subjected to various weapons effects, either conventional or nuclear, above or underwater. These services will include the execution, upgrade and documentation of the NSWCCD developed Ship Vulnerability Model (SVM) and the Ship Vulnerability Evaluation Model (SUBVEM), and specially modified versions of SVM including the Foreign Ship Vulnerability Model (FSVM), Fast SVM and Total Ship Survivability Model (TSSM). The Advanced Survivability Assessment Program (ASAP) is in development and will be an improved and enhanced version of the SVM and SUBVEM. The total period of performance will be from the date of award through 5 years thereafter. The intended source is T. Carroll Associates, Inc. of Silver Spring, MD under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements because no other contractor has the specialized knowledge and experience in ship and submarine vulnerability assessments utilizing the NSWCCD developed SVM, SUBVEM, and related computer programs. The RFP will be issued on or about 13 December 2010 to T. Carroll Associates, Inc. and due date for the proposal will be 30 days thereafter. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency.
