Description

PRESOLICITATION NOTICE. The VA Montana Healthcare System, Fort Harrison, Montana is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience in architectural, mechanical and electrical systems through construction period service of new structures and renovation of existing building space. The selected firm shall provide all technical services necessary to include architectural, mechanical, structural, and electrical for design and development of project drawings and specifications. The project scope is to provide project documents on the following items in project; Replace transformers 2, 4, 35, 14 & 13; Install fire sprinklers in building 16 garage; Replace loading docks on buildings 47 and 31; Repair east stair of building 141; Install alternate domestic water supply line to building 154 from building 150; Replace knob door latches on doors in bldg 141 with lever latches; Install parking lot lighting in VBA lot and parking lot K extension; Extend parking lot I; Relocate west exterior A/C unit on ground to away from building; Install exhaust fan to ventilate mechanical room above warehouse. Site location is 3687 Veterans Dr., Fort Harrison, Montana. The estimated construction range is between $300,000 and $500,000. Offerors shall submit Standard Form 330 in accordance with FBO numbered note 24. Selection criteria is as follows in descending order of importance; (1) Qualifications of A/E team; in-house and consultants. (2) Previous experience of A/E and consultants in the design of similar Projects and VA Facility work. (3) Geographical location of firm within a 250 mile radius of VA Medical Center, Ft. Harrison, MT. (4) Proposed management plan of design team. (5) Proposed design approach for proposed project. (6) Estimating effectiveness. (7) Project control for schedule and cost. (8) Misc experience (Energy, Value Engineering, etc). All interested firms are required to submit three (3) copies of recently completed Standard Form (SF) 330, Architect-Engineer Qualifications binders to the Contracting Officer (CO) shown below no later than 3:00 p.m. (MST), Friday, December 17, 2010. Only SF 330's received at the address shown below will be considered for award. Solicitation VA-259-11-RP-0038 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 541310 is applicable to this acquisition and the small business size standard is $4.5 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
