Description
BACKGROUND: Product Manager - Soldier Protective Equipment (PM-SPE) is seeking technical and cost information from manufacturers regarding the availability of FoCBA requirements to provide optimum mobility, protection, comfort and suitability of use for a wide variety of operational environments that range from police to support of operations other than war for military police and correctional personnel. This notice constitutes a REQUEST FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION; no contracts will be awarded for this effort at this time. However, please include a statement regarding your interest in responding to any future PM-SPE solicitations related to this effort. Be advised the Government may seek unlimited data rights from vendors who express an interest in participating in any follow-on solicitations. DESCRIPTION: The FoCBA System must provide required protection levels for Soldiers as defined below. The Army seeks development of a Stab/Spike-only Package for edge and spike class blades at Level 3 protections per NIJ standard 0115.0 dated Sept 2000. The threshold is stab and spike Level 3. The Stab/Spike vest must address both edge blade and spike characteristics as follows: Engineered knife blades, small knife (P1) and commando-style blades and larger kitchen knives (S1) meeting protection levels 1, 2, and 3 both E1 and E2 strike energy. Engineered spike, commonly referred to as the California Ice Pick strike threat also meeting protection levels 1,2 and 3 with corresponding strike energy of E1 and E2. The Army intends to utilize test protocols from NIJ 0115.0. The FoCBA vest must be lightweight, flexible and provide a comfortable and secure fit preventing the system from shifting and scissoring. Additional desired FoCBA System characteristics: Area of coverage (KPP): "FoCBA weight: Six and a half (6.5) pounds (medium size, 40 in. chest, with ballistics/stab 575 sq. in of coverage for a male) and five and a half (5.5) pounds (vest size 36 in. bust, with ballistics/stab 524 sq. in. of coverage for a female). Additional Attributes (KSA): "Comfortably fit male and female Soldiers who are within the 5th 95th percentile with the appropriate size. "Compatibility with equipment (firing a weapon, etc.) and provides unrestricted range of motion. "Easy don and doff capability. "Durable five to ten year warranty for stab protection and service life for the soft armor. "Flame retardant protection against the effects of heat and flame resulting from flash fire, ignition resistance and not support combustion for the life of the system. "Removable and washable outer cover. Responses from interested businesses should include the following: 1)Business name, address, and point of contact information (name, email and phone number). 2)Information on existing contracts, such as GSA or other Government agency contracts, under which the required items could be purchased. 3)Product description, technical specifications, cost estimate (each), NIJ certification of stab performance and discussion of compliance with performance requirements listed above. 4)Discussion of production capability. 5)Discussion of warranty provisions. All interested companies, regardless of size, are encouraged to respond to this RFI by submitting the above information NLT COB 10 December 2010. Proprietary information should be clearly marked and will not be disclosed outside the U.S. Government. Please only submit information on products that are either currently commercially available or products that are in the final stages of development. All products must comply with the Buy American Act and the Berry Amendment. The Government is not under any obligation to reimburse, pay, or guarantee an award for any expenses related to providing the products and information in response to this RFI.
