Description
The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: McNary Emergency Gate Closure Prototype. The work is located at the McNary Lock and Dam, near Umatilla, Oregon (Umatilla County). This will be a firm-fixed-price construction contract. Construction magnitude is between $1,000,000 and $5,000,000. A bid bond of 20%, as well as performance and payment bonds equaling 100% of the contract award price will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $33,500,000. This sources-sought announcement is being issued to identify small business concerns with the capability to accomplish the work. This is not a solicitation. Only those firms responding to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please provide the following: 1)A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2)A statement or list of your firms current or past technical experience similar to or the same as the summary scope of work and construction magnitude for this requirement. Include a brief description of each project scope, schedule, and dollar value. 3)A statement or list of your firms current or past performance similar to or the same as the summary scope of work and construction magnitude. Include a point of contact name, phone number and email address. 4)A statement of your firms bonding capacity. 5)A statement of your firms business size and type (HUBZone, Service Disabled Veteran Owned, 8(a)). Your response to this notice must be received, in writing, on or before 3:00PM (local time) on November 29, 2010. Summary Scope of Work Using USACE supplied plans and specifications, the contractor will accomplish the following summary Scope of Work. All work will require the Contractor to follow the procedures in the Army Corps of Engineers Safety Manual, at http://www.usace.army.mil/CESO/Documents/EM385-1-1FINAL.pdf. This project will pursue prototype modifications of the intake gate closure system at McNary Lock and Dam. Concrete work: Saw cut and removal of portions of steel reinforced concrete ledger beams in three intake bays of a single turbine unit. Turbine unit to be dewatered by the Government. Ledger beams to be overcut, epoxy anchors installed, reinforcing steel installed, concrete formwork installed and concrete poured to final finish dimensions. Access to the ledger beams is limited. Access will be from the intake deck at the top of the dam. The top of the ledger beams are about 85 feet below the intake deck level and 54 feet above the floor of the intake. The ledger beams are approximately 8 feet high by 20 feet wide by 7.5 feet thick. About 3.5 feet will be removed from the vertical face. The work will likely require a mobile crane with man baskets for access of personnel and equipment. Concrete removed must be captured and lifted to the intake deck for appropriate disposal by the contractor. Metal Work: Three Vertical Barrier Fish screens (VBS) are installed and sit on the ledger beams, from top of beams to the intake deck (about 65 feet in length and 20 feet in width). These screens are composed of a steel framework, nylon mesh, stainless steel wedge wire and panels of solid and perforated steel plate. The three Vertical Barrier Fish screens will be removed from the intakes by the contractor and refurbished with new nylon mesh/wedge wire and a new configuration of perforated steel plate and solid panels. Three steel flow deflectors located on one side of the VBSs will also be reconfigured to match the modified ledger beam. Touchup painting on modified areas of the VBSs and flow deflectors will also be required. The contractor will reinstall the VBSs and flow deflectors following modification. Approximate Period of Performance: The allowable in-water work window for the physical modifications is December 2011 through March 2012.
