- Description
- The United States Agency for International Development (USAID) Mission to Timor Leste (USAID/Timor Leste) requires support for the implementation of its "Timor-Leste Health Improvement Project" (TL-HIP) program. The objectives of the program are to: a) improve reproductive, maternal, neonatal, and child health (MNCH) behaviors and outcomes; b) improve MNCH, service delivery through Ministry of Health (MOH) service delivery sites; and, c) increase community engagement around key MNCH issues, with emphasis on family planning (FP) in selected districts. USAID/Timor Leste envisions a four-year program incrementally funded over four years with an estimated budget ranging from $13 million to $15 million (subject to availability of funds). Program activities are expected to be Maternal and Newborn Health (40%), Child Health (10%) and Family Planning (50%). The project implementation will be prioritized to the districts of Oecusse, Manatuto and Ermera where the USAID TAIS II project is currently working. Together with these 3 districts, and depending on funding availability, local commitment, and USAID/Timor-Leste Mission priorities, it is expected, that the project will be implemented in a total of 5-8 districts. The HIP project will be implemented with full collaboration and buy-in from the Ministry of Health (MOH) at its national, district and community levels. The HIP implementer will be expected to provide health sector leadership by helping to increase the capacity of the MOH and in promoting coordination and collaboration within the health sector among the MOH, donors and implementers. The project will ensure that USAID and World Health Organization (WHO) best practices are promoted and utilized within the programming and that appropriate opportunities are provided within Timor-Leste to share and disseminate health information and lessons learned from MNCH and FP programming. The HIP project will assist USAID in maximizing its investment in Timor-Leste, by replicating and scaling-up successful USAID funded interventions in health and by identifying and utilizing opportunities for collaboration and integration with USAID's non-health programming.
