Description
Attention to Offerors who responded to a Sources Sought notice issued under Solicitation Number N69450-10-R-0793: The Solicitation Number N69450-11-R-0759 will replace Solicitation NumberN69450-10-R-0793 upon issuance. THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation will be available on or about Tuesday, November 30, 2010 at https://www.neco.navy.mil/. Naval Facilities Engineering Command Southeast, Jacksonville, FL is currently seeking Heating Ventilation and Air Conditioning (HVAC) service contractors for Solicitation Number N69450-11-R-0759 to obtain HVAC services for Naval Construction Battalion Center (NCBC) in Gulfport, MS and surrounding areas that will entail the HVAC maintenance and repair of NCBC facilities. Project Scope is: HVAC MAINTENANCE AND REPAIR. This project will be for the maintenance and repair of heating, air conditioning, ventilation, pumping (including chill water, condensing water, sewer lift station, domestic water [including ground water pumps, boost pumps, water towers], and condensate), outside air units including enthalpy wheels and heat pipes, exhaust systems, specific refrigeration system, and delta control system. The majority of the dynamic equipment components have been incorporated in the Energy Management System and controlled and monitored by a proprietary Delta ® Direct Digital Control (DDC) system with each unitary panel networked to building system panel(s) and each system panel networked via a Base wide LAN that is connected to various Delta ® operator workstations and to Internet servers. This Delta ® DDC control system not only controls each component of the various mechanical systems but also monitors these components for service schedules and alarm parameters. This solicitation is being issued as a 100% Total Small Business Set Aside. This is a negotiated procurement, using the Lowest Price Technically Acceptable that will result in a Firm Fixed-Price Construction Contract. The Government anticipates a contract award for this project in February 2011. The appropriate NAICS Code is 238220, Heating, ventilation and air-conditioning (HVAC) contractors with a size standard of $14,000,000. The estimated cost of HVAC Repair and Services (budget range) is between $5,000,000 and $10,000,000 inclusive of one (1) base CLIN for the entire service and repair to the CNBC Gulfport, MS and surrounding areas and four (4) one (1) year option periods for performance. The contract duration is 365 calendar days from date of contract award. SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. A site visit is planned. The date and time will be announced in the solicitation. NOTE: THIS WILL BE THE ONLY SITE VISIT HELD FOR THIS SOLICITATION. Additional requests for site visits will not be entertained. This solicitation will be posted to https://www.neco.navy.mil/ under the solicitation number N69450-11-R-0759. The solicitation will be available for download free-of-charge via the internet at https://www.neco.navy.mil/. This will be the only method of distribution of amendments; therefore IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE, https://www.neco.navy.mil/, PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The successful offeror must be currently registered in the Department of Defense Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling 1 (888) 227-2423, or via internet at http://www.ccr.gov. Failure to register in the DOD CCR database may render the successful offeror ineligible for award. In accordance with FAR Clause 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, all offerors must be registered on https://vets100-vets.dol.gov to be eligible to receive the contract award.
