Description
The Space and Naval Warfare Systems Command (SPAWAR) intends tonegotiate a follow on sole-source contract with Boeing Satellite Systems (BSS),2260 Imperial Highway, El Segundo, CA 90245 to acquire engineering,technical, and related support to maintain and extend the life span of theUltraHigh Frequency Follow-On (UFO) Military Satellite Communications(MILSATCOM) constellation. This action is necessary in order to meetoperational requirements and provide technical feedback and analysisconcerning best practices for maintaining the health of the existing UFOconstellation. The UFO Program was first introduced in 1987 and used thebody-stabilized Boeing 601 class satellite. As the Original EquipmentManufacturer (OEM), Boeing is the only known responsible source with theunique corporate knowledge and complete historical database on the 601 classsatellite. Since all Boeing 601 spacecraft use the same basic bus design, theNavy is able to realize efficiencies gained by the collection of data on alleighty-one 601 satellites in various configurations. This new sole source contract toBSS is anticipated to have a Firm-Fixed Price (FFP) pricing structure and willbea five year contract with one (1) base year period with four (4) one optionyearsand has an estimated value of approximately $11M, if all options areexercised The RFP will close approximately December 30, 2010 with ananticipated award date of February 28, 2011. The Government is not soliciting proposals in response to this synopsis.However, since it is the policy of the Government to foster competition, anyprospective offeror may provide information, which the Government will considerin its continued review of the sole-source nature of the requirement. Thesolicitation will be issued without further notice.
