Description
The Naval Research Laboratory (NRL) intends to negotiate a contract on Other Than Full and Open Competition with FEI Company, 5350 NE Dawson Creek Drive, Hillsboro, OR 97124 to provide one (1) FEI Quanta 3D 200i High- and low-vacuum, ESEM™ /FIB Dual Beam ™, which includes all associated parts, user interfaces, support, installation, warranties, inspections, and manuals. The dual beam ESEM/FIB is capable of generating both an ion beam for material removal and an electron beam for imaging and chemical analysis. The FEI Quanta 3D 200i High-and low-vacuum, ESEM/FIB Dual Beam has ESEM and FIB capabilities in one package. The Quanta 3D 200i provides ESEM, high resolution imaging, required for characterization of biofilms and fouled surfaces. The ESEM/FIB operates at variable vacuum/pressure levels to permit analysis of a variety of materials and environments, distinguishing it from a standard scanning electron microscope (SEM) or low vacuum SEM (LVSEM). The unit isolates and mills specific micron to submicron-sized areas located in situ within a host matrix in wet environments. An incorporated energy dispersive spectral (EDS) imaging system and liquid nitrogen cooled detector provides both qualitative and quantitative chemical analysis of the specimen. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) – Only one responsible source. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. The Government intends to use FAR Part 12, Acquisition of Commercial Items.
