- The National Park Service is soliciting offers from certified HUBZone business concerns for a requirements service contract for road maintenance and snow removal as detailed below. The total contract value is not expected to exceed $50,000.00. NPS guarantees a minimum of $15,000 worth of work during the 12-month performance period. PROJECT SUMMARY: The Contractor shall operate their own or rented equipment to perform maintenance and emergency services and shall provide materials and equipment to accomplish all work associated with, but not limited to, snow removal, snowblowing, grading, ditching, shoulder repair, and pothole repair at the Stehekin District of North Cascades National Park Service Complex in Stehekin, Washington. The work consists of surface grading native or aggregate single-lane roadbeds to a condition to facilitate traffic and provide proper drainage. Road grading and ditching will be performed throughout the year but mainly during the summer months. This contract also includes specific requirements for removal of snow from all or part of the traveled way on the Stehekin Valley and/or Company Creek Roads. Snow removal and snowblowing will be accomplished during the winter season, approximately November through April. Contract pricing will be per hour at published prices for the following (minimum) types of equipment, operated: Excavator with thumb, equivalent to a Caterpillar 320C; 10-cubic yard Dump Truck(s); Front-end Loader; Motor Grader; Uniloader; Water Tanker; Semi-tractor; 20-Ton Tilt-bed Equipment Trailer; Bulldozer; Tractor with 20-cubic yard End Dump; and other appropriate equipment. A complete Statement of Work will be provided in the Request for Quotations. PROJECT LOCATION: Stehekin is a remote community located 50 miles from Chelan, Washington, at the north end of Lake Chelan in central Washington. The Stehekin valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by boat or barge; all materials and equipment will need to be barged to the work sites. Within the Stehekin valley, the project area can be reached on roads suitable for hauling heavy equipment. Lodging and meal services are available on a limited basis. Cellular phones do not work and there is no public Internet access. Information and maps are available at www.nps.gov/noca and www.nps.gov/noca/planyourvisit/stehekin.htm. There are no plans for a formal site visit, but we encourage all offerors to view the site prior to submitting a quote. SOLICITATION DETAILS: This action is a best value procurement open to certified HUBZone concerns. The NAICS code is 237310 and the small business size standard is $33.5 million, average annual gross receipts for the past three years. The Request for Quotation will be posted electronically to http://ideasec.nbc.gov on or about November 12, 2010. Offers will be due on November 29, 2010. Prior to award of a contract, the offeror must maintain a current profile in the Central Contractor Registration database (www.ccr.gov) and complete the online representations and certifications (www.orca.bpn.gov); it is recommended that offerors complete these tasks prior to submitting their offer.
