Description
RMA Solicitation Standard Form 1449 This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the Federal Acquisition Regulations (FAR) Part 12 and Part 13, as supplemented with additional information included in this notice. Social Security Administration Region V intends to award Blanket Purchase Agreements (BPA) with licensed physicians to provide medical advisory services as the Regional Medical Advisors (RMAs) in the medical specialty of Internal Medicine and Psychology. The primary services performed by the RMAs include: *quality assurance reviews of case review work performed by Regional Medical Consultants (RMCs) or Disability Determination Service Medical Consultant (DDS MCs); *independent case reviews; and *a broad range of medical consulting services The RMAs will perform most case processing at a computer terminal. Medical records and case folder documentation are viewed, processed, and stored electronically. The contractor must interact with disability reviewers, adjudicators, medical providers, and RMCs. The contractor will have no contact with the claimant nor will he/she have clinical responsibility. All the services will be performed on-site at the Harold Washington Social Security Administration Center (HWSSC) located at 600 W. Madison. Chicago, IL 60661. This requirement is a 100% Small Business Set Aside. The associated North American Industrial Classification Codes for this acquisition are 621111, Offices of Physicians (except Mental Health Specialists) and 621110, Office of Physicians (Mental Health Specialists). Both codes have a small business standard of $10 million annually. Offers received from other than small business concerns will be deemed unacceptable and will be given no further consideration. The BPA's period of performance is approximately January 1, 2010 (or date of award, whichever is later), through December 31, 2015. The government intends to award more than one Blanket Purchase Agreement (BPA) for this requirement. The Solicitation Number is SSA-RFQ-R05-11-1002. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46. The selected offeror(s) must comply with the following commercial item terms and conditions as well as any addenda to these clauses. The FAR clauses and provisions that apply to this acquisition are FAR 52.212-1, Instructions to Offerors - Commercial Items, FAR 52.212-4, Contract Terms and Conditions - Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. In addition, offerors must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with its proposal unless the Offeror is registered on the On-Line Representations and Certification Application (ORCA) database. Applicable terms and conditions, and representations and certifications are attached. The Government will award BPAs resulting from this solicitation to the responsible offeror whose offer conforms to the requirements of this solicitation To be eligible for an award, Offerors must be registered in the Central Contractor Registration (CCR) database. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. All awardees will be required to undergo a security background screening which will include completion of fingerprint cards before beginning performance under the BPA Quotations in response to this combined synopsis/solicitation are due no later than 3:00pm CST on November 26, 2010.
