- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ERDC Contracting Office intends to solicit sources and pricing under the authority of FAR 13.500 for 2 Aircraft Scales. This procurement is being conducted under Simplified Acquisition Procedures --- only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than Tuesday, 16 November 2010 - 11:00 A.M., CDST. Oral communications are not acceptable in response to this notice. Interested parties may submit quotes for consideration by the Government to ellaine.r.james@usace.army.mil. Please use solicitation number referenced in the subject line. Specifications for Aircraft Scales Required for ERDC/GSL/APB The ERDC/GSL/Airfields and Pavements Branch (APB) is in need of aircraft scales to weigh full-scale test load carts used in evaluating pavement systems. The scales will be used to weigh simulated aircraft such as the C-17, F-15, C-5, and 747. Accurate aircraft weights are necessary to improve analyses and criteria development for the U.S. Two (2) scales are required for purchase under this statement of need. The following specifications are required for new scales to be purchased for APB: 1.Each scale must be capable of recording a single wheel load from 0 to 75,000 lb. 2.Each scale must be a self contained platform 3.Each scale must be portable 4.Each scale must be accurate within plus or minus 0.1% of the applied load 5.Each scale must be equipped with an access ramp on one side and a tire stop on the opposite side of the scale 6.Each scale must have an LCD screen with load display 7.Each scale must have capability of battery operation 8.Each scale must be 110/220 VAC capable 9.Each scale weigh area must be a minimum of 18 in wide by 24 in long 10.Each scale must have an overload capacity of 150% 11.Each scale must be less than or equal to 4 in. in height 12.Each scale must weigh less than 150 lbs Please include shipping charges with pricing.
