- Instructions to Interested Parties: This is not a request for proposal and a contract award will not be made from this questionnaire. We are requesting assistance from commercial industry in the preparation of a Multiple Award Contract for technical services. This market survey is issued to determine whether or not this contract should be set aside for small business based on sufficient responses from small business indicating an interest in proposing on this work. Your answers to the following questions will be used for this determination. Please answer the following questions to the best of your ability and return the completed questionnaire to Ms. Jamie Myers via email. Respondents will NOT be notified of the results of the evaluation. All information will be kept confidential and will not be disseminated to the public. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response to this announcement. North American Industry Classification System (NAICS) code 541611 “ Management, Scientific, and Technical Consulting Services Small Business Size Standard - $7 million annual receipts. Total Estimated Value “ approximately $19.5 million for 2 years (base and one “ one year option period). Proposed Contract Type “ Cost Plus Incentive Fee, Indefinite Delivery Indefinite Quantity, Multiple Award Contract. Work Requirements: Training Development, Assessment and Implementation The contractor shall provide methods and systems to train personnel. Training effectiveness will be studied and reported, along with recommendations for future improvements. Fabrication, shipment and implementation of training methods/systems and training aides may be required, both within CONUS and OCONUS. Training topics may include Counter “ Improvised Explosive Device (C-IED) detection, avoidance, intelligence systems operation, or data analysis. The Government may or may not provide a base course curriculum. The contractor may be required to manage the configuration of course content, develop course updates, maintain training records, collect course feedback and recommend future enhancements or updates. Developmental and Operational Assessment The contractor shall provide support in planning, conducting and evaluating the outcome of assessments, both developmental and operational. Assessments will be in support of efforts under this Statement of Work. Program Management and Data Analysis Tasks will include administration, design and development, operation, program documentation, and program management in support of unique customer requirements. The contractor shall provide centralized program management capabilities inclusive of such areas as development of policy, standards, and guidance; technical direction over technology initiatives; and strategic planning. The contractor shall assist in the development of program plans, reviews, and other such activities requiring supporting program management. One specific task area may be in Intelligence Analysis systems, which are primarily Information Technology (IT) based. The contractor may be required to perform tasks such as system design and engineering, interoperability, systems analysis and integration, limited system prototyping, and network operations, administration, and maintenance in support of innovative analysis efforts. The contractor shall provide support to include technical studies, investigations or analysis of IT requirements and potential solutions, system accreditation and certification, systems capability analysis, and configuration management. The contractor shall provide support in the management of complex and diverse range of data sets in support of innovative analysis efforts. The contractor shall provide design, development, implementation, and maintenance of data management tools to encompass storage, retrieval, manipulation, exchange, and management of multiple data sets. Additionally the contractor may be required to provide support to sensitive intelligence programs involving some or all the tasks described in this SOW. In support of this task the contractor may be required to work in highly compartmented programs with special security requirements. The contractor shall provide strategic planning to assist integration of program goals and objectives into complementary or related service, DoD, or interagency programs, requirements, or capabilities. The contractor shall examine and assess current DoD capabilities against future trends and develop appropriate program documents necessary for the best integrated solution. The contractor shall provide security support and risk management analysis to various program activities and intelligence capabilities. Technology Discovery and Enhancement The contractor shall provide support in the identification, assessment, and integration of emerging technologies; breakthroughs in commercial and scientific practices, processes and technologies; introduction and integration of state of business and state of the art commercial and scientific developments. The contractor shall examine future trends and develop processes and policy recommendations, where required, for the best potential use of these trends as integrated solution for current and projected requirements. Outputs may take such forms as information, advice, alternatives analysis, evaluations, recommendations, training, and services. The contractor shall perform research and analysis to support development and implementation of innovative technology information exploitation solutions in response to government requirements. The contractor shall conduct research, compilation, and analysis of a broad range of data sets. The contractor shall utilize commercially available, open source, and classified data systems to perform analytical functions. The contractor shall correlate information gained from multiple, varied sources with information on approved government systems and sources, both unclassified and classified. The contractor shall perform research and analysis that identifies, characterizes, and integrates developing, maturing, and practiced innovative processes, tools, and analytical, operational and policy approaches. The intent is to maximize the efficiency and effectiveness of intelligence analysis through applied automation and process refinement and improvement. The contractor will perform intelligence analysis and research with both developmental and fielded analytical systems with the intent to develop new and innovative processes, technologies, and capabilities. The contractor shall have in-depth knowledge, extensive experience, and the ability to apply the use of open source, other non-traditional intelligence data and resources, classified information systems and software tools, and intelligence analysis processes to acquire and analyze all forms of information. The contractor shall explore, develop, and assess new and innovative processes and technologies, processes, and tactics, techniques, and procedures (TTP ™s) that lead to enhanced intelligence capabilities. The contractor shall contribute technical engineering services and serve as technical advisor. This effort includes conducting engineering reviews, conducting testing and evaluation of various technologies solutions to identify utility for DoD use, development, integration, and assessment of technologies and processes into DoD systems. This effort includes participation in integrated product teams, technical forums, seminars, symposiums, and conferences. Business Process Engineering The contractor shall provide services and solutions that improve the management and effectiveness of business processes in support of Research and Development efforts. This effort includes systematic examination of current or future program processes, methodologies, tools, and techniques to identify and implement changes that can significantly improve program performance, effectiveness, efficiency, cost, and utility. Some personnel assigned to various tasks may be required to possess a SECRET or TOP SECRET security clearance based on a Single Scope Background Investigation (SSBI) or Periodic Review (PR) for TOP SECRET. Investigations will have been completed within the past 5 years to allow for access to TOP SECRET level and access to Sensitive Compartmented Information (SCI) and/or Special Access Programs (SAP). All classified efforts performed under this contract at the TS/SCI and/or SAP level will be performed at accredited facilities as directed by the Government. Contractor shall retain all required security clearances, up to and including Top Secret, for the specified duration of this task. Any extract or use of such data will require the contractor to apply derivative classifications and markings consistent with the source from which the contracts were made IAW DoD 5220.22 series, Industrial Security Manual for Safeguarding Classified Information and Executive Order 12356. The contractor shall administer physical security programs for assessment equipment during operational assessment deployments.
