- Solicitation for medical training The Contractor shall provide all management, tools, supplies, equipment, labor and facilities to train 35 B Company Soldiers in Operational and Emergency Medicine. Provide seven days (72 duty hours) of a scenario-based combat medical training of combat trauma management for 35 Special Forces Operators. Period of Performance: The Contractor shall provide the required training and facility from 5 December to 11 December 2010. The training shall be conducted in or within a 250 mile radius of Melbourne, Florida, 35 Operators must return to Okinawa, Japan, no later than 18 December 2010. The government will call the Contractor to coordinate the specific dates for the training within 5 days after the date of contract award. The required training will include: - Tactical Combat Casualty Care - Combat Trauma Casualty Care - Basic and Advanced Pre-Hospital Trauma Life Support-Military Version Six - Advance Medical Care - Minor Surgical Repair - Shock Lab - Managing Blood Loss - Airway Management - Respiratory Injury Management - Circulation Shock Management - Casualty Assessment and Evacuation - Medical Ramifications of Blast Injury - Operational Burn Injury Management - Prolonged Care - Advanced Wound Care Management - Pain Management - Maximizing Operational Performance - Field Exercises and Tactically Relevant Scenarios - Live Tissue Training Equipment and Manpower. The required equipment and manpower for the training shall include: - Training facility to conduct Operational and Emergency Medicine and Live Tissue Training - Airway Management Supplies (Endo-Tracheal Tubes, Cricothyrotomy Kits) - Bleeding Control Supplies (Combat Gauze, Tourniquets, Combat Trauma Bandage) - Intravenous Fluid Supplies (Intravenous Fluid, Hex-tend Intravenous Fluid, Intravenous Catheters, Intravenous Fluid Tubing) - Minor Surgical Sets - Provide Human Performance Models for 35 Operators - Provide Human Performance Models for Burn Clinic for 35 Operators - Instructors for all blocks of instruction (mobile training team) - All printed course materials - Live Tissue for 35 Operators - All other training supplies not listed, but essential to completion of training - Provide enough equipment and instructors for scenario based medical training The Contractor service delivery requirements are summarized into performance objectives that relate directly to standards of performance required to meet mission essential needs. For the Performance Objective to be met, service delivery must be in substantial compliance with applicable performance standards. The Performance Threshold describes the minimum overall levels of service delivery required for acceptable quality control. Failure to meet these Performance Thresholds means that contractor Quality Control is unacceptable.
