Description
The purpose of this project is the design and construction of the 9th Commando Kandak for the Afghanistan National Army (ANA) in Herat District, Herat Province, Afghanistan, composed of one Commando Kandak and all required facilities as applicable to include utilities infrastructure. The project is defined as the design, materials, labor, and equipment to construct buildings, parking, utilities, and other infrastructure for a design population of approximately 750 ANA personnel and 50 Embedded Training Team (ETT) personnel. Final design drawings of most facilities are provided as part of the contract to the Contractor; site work and related design shall be accomplished by the Contractor. The intent is to provide permanent basing standards, using the most cost-efficient and expeditious construction methods. The Contractor shall provide for this contract, the design, materials, labor, and equipment to construct buildings, roads, utilities and other infrastructure for the 9th Commando Kandak to include, but not exclusive of: All facilities to be constructed with applicable drawings; Power generators and electrical distribution system; sanitary sewer system; water source, pumping, and distribution system; and a sewer line to tie into a proposed wastewater treatment plant located to the south of the project site at Camp Zafar (the proposed wastewater treatment plant will be constructed by others) AND as an option an underground wastewater holding tank with influent sewer line; Road network and parking inside the compound and access road(s) to the compound; Perimeter wall, anti-vehicle trench, and entry control points; Drainage channel and External Perimeter Road (Option Items). The work within this contract shall be designed and constructed in accordance with the current International Building Code (IBC), Life Safety Codes (NFPA-101), force protection and security standards. Award of a contract will be made to the responsible offeror who submits the lowest priced, technically acceptable proposal that is both realistically and reasonably priced for the work to be performed. Offers will be evaluated in accordance with the evaluation criteria stipulated in the solicitation. An offeror may not receive award, even if it has the lowest-priced, technically acceptable proposal, if its price proposal fails to demonstrate that it understands the scope of work required by the solicitation. The applicable NAICS code is 236220 ($33.5M small business size standard). The resulting contract shall be for 365 days. The magnitude of this project is between $10M and $25M.
