FOR MORE INFORMATION CONTACT:Kathy Nowak, Program Manager, 732-532-4639 This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability (P&A) from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. The Afghanistan National Security Forces (ANSF) is composed of the Afghan National Army (ANA) and the Afghan National Police (ANP). The ANA has six infantry Corps, an Afghan Air Force (corps level), Capital Division, Special Forces division, and MP Guard Brigade that is sub-organized into twenty-two combat brigades. Maneuver units are organized with eighty-one infantry battalions, nine commando battalions, four SF battalions, twenty-two combat support battalions, twenty-two combat service support battalions, and twenty-one route clearance companies. The 8 ANA Corp/Divisions are located in 6 cities throughout Afghanistan. The ANP is organized at border, region, district and local levels. Respondents shall respond with their interest, ability to perform the scope and with price and availability. ROM pricing must reflect the cost of performing this scope in Afghanistan. The period of performance is for 12 months. Scope is as follows: Fielding Services Scope includes fielding, installing, integrating, and testing government furnished HF, VHF and UHF radio systems in accordance with requirements and timelines set forth by the Government. Mobile radios are typically installed in Ford Rangers and HMMWVs. Installation will occur throughout six locations in Afghanistan. The following quantities are projected for the fielding plan: CODAN HF Manpack Radios, 600 qty CODAN HF Base Station Radios, 150 qty CODAN HF Mobile Radios, 900 qty Motorola VHF Handheld Radios, 12,000 qty Motorola VHF Base Station Radios, 600 qty Motorola VHF Mobile Radios, 9000 qty Motorola VHF Repeaters and Towers, 30 qty EF Johnson UHF Handheld Radios, 900 qty EF Johnson UHF Base Station Radios, 60 qty EF Johnson UHF Mobile Radios, 900 qty EF Johnson UHF Trunk Nodes, 4 qty Repair and Field Service Support Scope includes developing a maintenance plan that complements and supports the gaining organizations Maintenance Plan. This activity may require analyzing the gaining organizations maintenance operation to ensure a coherent plan is implemented. Logistics Support Scope includes providing a Logistics Team and coordinating logistical support services that address the Governments immediate/high priority needs. The Logistics Team is responsible for receiving, inventory, organization, storing, offloading, customs support, providing weekly reports, and facility upgrades required to meet fielding and logistical operations. Because of the diversity of the tasks and commands to be supported, respondents must possess a broad range of knowledge, skills, capabilities, supplies, parts, equipment and facilities to meet logistical support requirements. Additionally, to maximize the benefit to the Government, respondents must be able to interact knowledgeably and easily with the appropriate Government personnel, other contractors and the ANSF. Respondents may be called upon to provide support simultaneously to multiple organizations to meet competing priorities. Respondents must demonstrate not only high technical competence, but also exemplary management skills, and the ability to staff and meet mission support requirements with little advance notice. Operation, Maintenance and Repair Scope includes operating, maintaining and repairing platforms, systems, subsystems and/or items for ANP units/activities. Scope includes providing base and depot level logistics maintenance support, to include warranty repair/return and life cycle replenishment. Support areas include but are not limited to: Maintenance Teams to accomplish operator and unit level maintenance; Mobile Training Teams; Logistics Evaluation & Assistances Teams; property recovery and re-utilization operations; property disposal management; mobile utility support equipment operation, maintenance and repair; establishment and sustainment of deployment logistics operations/sites; equipment asset management and maintenance; maintenance planning; property management and maintenance; strategic account management; project management, integrated facility management and operations; maintenance and repair project management; development logistics support; development asset visibility; and training equipment sets. This scope also includes kitting and parts assembly support, which provides support to develop, acquire, manage, pack, ship, and store repair parts and kits to use in component repair and unit organic or other government maintenance programs in the accomplishment of unit level through general support/depot level maintenance, modification and/or rebuild. Total cost of parts will be limited to the actual cost of the kitting and/or parts plus material handling. Integrated Logistics Support (ILS) Scope includes performing various logistics functions and tasks during the development, production, and sustainment phases of the system life cycle. ILS functions support encompasses all management actions, procedures, and techniques used to determine requirements as necessary to: " Acquire support items and spare parts " Catalog the items " Receive the items " Store and warehouse the items " Transfer the items to where they are needed " Issue the items " Dispose of secondary items " Provide for initial support of the system " Acquire, distribute, and replenish inventory " Move vehicles to and from other facilities ROM pricing must be provided in the following manner: Services Equipment incidental to the services Respond by COB 12 NOV 10 to Kathy Nowak at maeve.nowak@us.army.mil or 732-532-4639
